Organizational Location These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, OPLA Legal OPS. Multiple locations are available for selection, but you may only select one. Please see available locations in the 'Overview' section or the 'Qualifications' section of this announcement. These are non-bargaining unit positions. Duties Serves as a subject matter expert on assigned administrative matters. Conducts or participates in the evaluation of administrative programs, concerning the efficiency and effectiveness of program operations Maintains a high level of analytical ability to identify issues, recommend actions, and re-engineer processes. Applies a wide range of administrative programs, concepts, laws, policies, practices, and analytical diagnostic methods and techniques to address substantive matters that contain several interrelated issues. Requirements You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. You must successfully pass a drug screen. Males born after 12/31/59 must certify registration with Selective Service. You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as: Carrying out the assignments in conformance with accepted policies and practices for assigned program areas; Exercising judgment in selecting and applying available guidelines related to specific problems or issues; Applying practical knowledge of the basic concepts, principles, regulations, and policies related to logistics and procurement management; and Identifying situations or issues and choosing the best approach according to established procedures and practices. Education: Have a master's degree (or equivalent graduate degree such as a L.L.B./J.D.) or two(2) academic years of progressively higher-level graduate education leading to such a degree. Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-11 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Monitoring and advising on a variety of administrative problems or situations (i.e. budget, personnel, travel, space, logistics); Exercising judgment in choosing, interpreting, applying, and modifying available guidelines for adaptation to specific problems or issues; Identifying administrative problems or issues related to logistics and procurement management; and Identifying a variety of issues and their factual relationships, analyzes relevant factors and conditions and chooses a course of action from many alternatives. Education: Have a Ph.D. or equivalent doctoral degree or three (3) academic years of progressively higher-level graduate education leading to such a degree; Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
