About the Opportunity

Vaco has an exciting opportunity for an experienced Regional HR Manager in Baltimore, Maryland. This role supports a multi-site operation for a leading transportation, logistics, and cargo-handling organization.

The Regional HR Manager will serve as a key HR leader across multiple locations, providing both strategic and hands-on support in a fast-paced, unionized environment. This position will oversee employee relations, labor relations, compliance, payroll coordination, workforce planning, and employee engagement throughout the region.

Key Responsibilities

• Provide HR leadership and support across multiple locations
• Manage labor and union relations , including grievances, union communications, CBA interpretation, and contract administration
• Support the full employee lifecycle, including hiring, onboarding, employee relations, performance management, and offboarding
• Ensure compliance with federal, state, and local employment laws
• Partner with operational leadership on workforce planning and employee engagement
• Coordinate payroll and HRIS-related activities
• Support union dues administration
• Maintain HR policies, procedures, documentation, and compliance requirements
• Travel approximately 25% to support regional facilities

Required Qualifications

• 5 years of progressive HR management experience
• 3-5 years of experience in a unionized environment required
• Hands-on labor relations experience
• Experience interpreting and administering collective bargaining agreements
• Experience managing grievances and communicating with union representatives
• HRIS and payroll system experience
• Strong knowledge of employment law and HR compliance
• Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent experience
• Ability to obtain required industry credentials and site-access certifications
• Advanced Microsoft Word, Excel, and PowerPoint skills
• Ability to work 100% onsite and travel approximately 25%

Preferred Qualifications

• Experience within transportation, logistics, manufacturing, distribution, or industrial operations
• Master's degree in HR, Business Administration, or related field
• SHRM-CP, SHRM-SCP, PHR, or similar HR certification

Ideal Candidate

The ideal candidate is a hands-on HR leader with strong union and labor relations experience who is comfortable supporting multiple facilities and partnering closely with operational leadership. This person should be comfortable balancing strategic HR responsibilities with the day-to-day employee and labor issues that arise in a fast-paced operational environment.
