Budget Analyst

IBC Annual Operating/Spend PlansLeads the development and formulation of IBC annual current year operating/spend plans; monitors the use and rate of expenditures and revenue collection of funds and tracks obligations throughout the execution phase of the budget to ensure full cost recovery across all services. Independently analyzes budget-related problems and recommends solutions or alternative actions. Regularly meets with IBC program managers, IBC Directorate business operations staff, and IBC Directorate leadership for assigned service lines to review the status of program projects, adequacy of funding, and status of client billings and revenue collection. Updates IBC service costing and pricing templates for Directorates to capture planning assumptions used when estimating the cost of providing services. Maintains the IBC data dictionary and service catalogue and associated lines of accounting for all IBC services and activities.
