Budget Analyst

Summary

You will serve as a Budget Analyst within the Bureau of Reclamation. This position is in the National Programs Directorate (NPD), Program Development Project Execution (PDPE), Program & Budget Division (P&B), Washington, D.C.. The purpose of this position is to serve as a budget analyst for major appropriations, bureau-wide portfolios, specialized funding structures, and crosscutting or multipurpose resource issues.

Some of the major duties you will perform as a GS-13 Budget Analyst will include but are not limited to the following:

• Oversees and provides technical guidance, advice, and direction to ensure compliant administration of all Reclamation annual budgets.
• Coordinates the collection, analysis, compilation, and exchange of budget data to provide senior Reclamation executives, Departmental officials, OMB personnel, Congressional appropriations staff, officials from other Federal agencies, and State, Tribal, local, and private stakeholders with accurate information needed to respond to formal inquiries.
• Analyzes budget work processes and, in consultation with the Branch Manager, implements improvements to increase timeliness, efficiency, and value of budget products.
• Tracks and monitors the complete Reclamation budget framework, including appropriated funds (such as Policy and Administration, Water and Related Resources), non-appropriated funds (such as the Working Capital Fund), and agreements and contracts (including Departmental assessments and interagency agreements).
• Leads Reclamation budget data development activities, providing oversight, direction, and guidance to staff to meet organizational requirements and ensure accuracy, consistency, and compliance.

Qualifications:

All qualifications must be met by the closing date of this announcement - 10/02/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Minimum Qualification Requirements: To qualify for this position at the GS-13 level, you must meet the following minimum qualifications:

Experience : To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: 1) Working with other management officials to develop budget estimates, goals 2) Working independently to find solutions to problems in budget and fiscal data 3) Searching for, compiling and analyzing historical statistical and narrative data relating to budgetary planning to determine the impact of higher level decisions and possible organizational impact 4) Supervising preparation of internal documentation to insure accountability and distribution of funds to appropriate project accounts 5) Preparing cost-benefit analysis with recommendations regarding budget and financial planning. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Condition of Employment For Probationary Period : As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
