Program Manager – Service Catalog / Service Levels Everforth ECS is seeking a Program Manager to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. This position is contingent upon contract award. The War Data Platform (WDP) is a key initiative of the U.S. Department of War’s AI-First strategy. The Program Manager will develop, operate, and continuously improve the WDP Core Integration Service Catalog and associated Service Level frameworks across all classification tiers, ensuring accurate, mission‑aligned catalog offerings and measurable performance standards for federal stakeholders. Responsibilities Develop and operate the WDP Core Integration Service Catalog framework by coordinating with systems engineers across Unclassified, NIPR, Secret, SIPR, Top Secret, and JWICS environments. Propose labor and technical cost estimates to government leadership based on detailed analysis of resource demands and lifecycle requirements. Integrate approved cost data into automated catalog publication pipelines to maintain accurate pricing for tools, services, and computational resources in both web‑based and hardcopy formats. Maintain daily catalog operations using configuration repositories, financial modeling platforms, automated validation checks, and structured update cycles. Coordinate with systems engineering teams to capture configuration dependencies, performance requirements, and consumption metrics that refine catalog entries and cost structures. Collaborate with catalog technicians and data analysts to evaluate catalog usage, service adoption, operational workload, and financial trends using dashboards and mission‑focused metrics. Support development of Service Levels through customer outreach, performance expectation analysis, definition of quantifiable service criteria, and preparation of formal recommendations for government approval. Develop measurable thresholds for availability, responsiveness, and service quality, producing artifacts that strengthen operational governance, financial accountability, and enterprise mission value. Perform other duties as assigned. Required Skills Current Secret security clearance. Minimum 3 years of experience in program management, IT service management, service catalog operations, or a closely related discipline within a federal, defense, or government contracting environment. Experience developing or managing IT service catalogs, service level agreements, or operational cost models in a complex, multi‑stakeholder government or enterprise program environment, including the use of automated catalog tooling, financial modeling platforms, and performance dashboards. Strong problem‑solving and decision‑making capabilities with the ability to weigh relative costs and benefits of potential actions. Highly developed interpersonal and oral/written communication skills, capable of interacting professionally with a diverse set of stakeholders from peers to end‑users to executive management. Desired Skills Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility. Familiarity with IT Service Management (ITSM) frameworks such as ITIL or the DoW Enterprise Services Management Framework (DESMF), including their application to service catalog lifecycle management, change control, and continuous service improvement. Experience working within or supporting multi‑enclave environments including NIPRNet, SIPRNet, and JWICS, with an understanding of how classification boundaries affect service catalog design, pricing structures, and publication workflows. Hands‑on experience with ServiceNow or comparable ITSM platforms for catalog configuration, automated workflow management, service request processing, and Service Level Objective (SLO) performance tracking and reporting. Familiarity with Agile or Scaled Agile Framework (SAFe) delivery models, with demonstrated ability to manage catalog updates, service level refinements, and stakeholder coordination activities within sprint cycles and Program Increment planning processes.
