Description
The Human Resources Generalist position performs technical and confidential administrative work involving a variety of phases of human resource administration. Work includes being the first point of contact for applicants and employees, full life cycle of recruitment for job openings, new hire orientation, creating personnel and medical files, documenting insurance payments, maintaining numerous databases, record retention, and a variety of other human resources related tasks. Work is performed under the general direction of the Human Resources Director, who establishes the scope of tasks and projects assigned. Examples of Duties
Education and Experience
Bachelor's degree in related field with a minimum of two years' experience in Human Resources. In lieu of degree, a combination of professional certification, education, training, experience, and/or public sector human resources experience may be substituted. Must possess intermediate to advance computer skills and be proficient in the use of Microsoft Office with emphasis on Microsoft Excel. Must have demonstrated excellent verbal and written communication skills; display a high degree of judgement, discretion, and confidentiality; and ability to multi-task, required. Physical Demands
The physical demands representative of those that must be met to successfully perform the essential functions of this job. The position is semi-sedentary but does require frequent walking, standing, bending, and reaching to assist visitors at the window and maintain files. The position requires arm, hand, and finger dexterity in order to perform constant typing and frequent filing duties. The employee is regularly required to communicate and exchange information courteously, effectively, and promptly with the public and City staff. This position requires the ability to occasionally lift and move files and office supplies up to 20 pounds.
We offer a complete benefits package to full-time employees including paid health care, dental, vision, retirement, deferred compensation plans, life insurance, long-term disability, and up to 13 paid holidays. The City offers 2 weeks of vacation and 2 weeks of sick leave, which accrues bi-weekly from your first day of work. In addition, the City provides 24 hours of time off for wellness and family, plus $300 per quarter in wellness or childcare reimbursements for non-probationary, full-time employees.
Furthermore, the City pays out accrued leave at 100% for non-probationary employees who leave in good standing and provide a minimum of 2 weeks notice. While there are limits on the vacation leave paid, it is at a minimum of 480 hours and there is no limit on the sick leave paid out. The City also offers an option for employees to cash out up to 2 weeks of sick leave, twice per year (per policy). Supplemental insurance such as accident, cancer, hospital, etc. is also available. - Responsible for answering the main phone line for the department and acts as initial contact for Human Resources office visitors. Provides accurate messages from contacts.
- Provides for the advertising, recruitment, screening, interviewing and when applicable testing of applicants. Ensures that requisitions and employment files are processed in accordance with policies and procedures. Responsible for answering inquiries regarding job openings and the intake of employment applications assuring that applications are complete and appropriately directed to openings. Accurately logs or uploads all incoming paper applications to online hiring platform.
- Coordinates and reviews background checks, testing, physicals, and other pre-employment procedures to assure compliance with employment standards and applicable federal and state laws including but not limited to ADA, EEO and USERRA.
- Responsible for creating all new hire paperwork including personnel action forms, orientation packets, and personnel and medical files. Responsible for new employee orientation, enrolling and explaining City policies, procedures, and benefits to new employees and assuring that appropriate hire papers are completed. Responsible for entering all new hires into MUNIS.
- Responsible for entering all new hires into E-Verify and the State of Florida new hire reporting systems within three (3) days of hire.
- Responsible for maintaining employee data in Cityworks, including but not limited to, entering new hires, updating wages and positions, and inactivating employees.
- Accurately maintains job codes and job description files. Ensures all new positions, job codes, and descriptions are entered into both Insight and Onboard in the Neogov system.
- Responsible for responding to and completing verifications of employment in a timely manner.
- Responsible for accurately recording and depositing direct insurance premium payments from employees, retirees, and COBRA continuants. Responsible for initiating collection notifications as required.
- Keeps the Human Resources Director informed of inquiries, concerns and complaints from employees, applicants and citizens related to Human Resources responsibilities.
- Uses systematic procedures according to the State of Florida for the storage, retrieval, retention and destruction of records. Responsible for scanning and storing former employee files. Responsible for managing all fixed assets assigned to the Division.
- Responsible for preparing Family Medical Leave Act and Leave of Absence notifications and tracking to ensure all required documentation is obtained.
- Assist with maintaining central personnel files ensuring a continuous record of personnel, insurance, benefit, and worker's compensation claims matters.
- Assist with year-end processes, including but not limited to, annual evaluations and open enrollment.
- Performs other duties as assigned.
