TheOffice ofPolice Complaints (OPC)isanindependent District ofColumbia agency that receives,investigates,andresolvespolicemisconduct complaintsfiledbythepublicagainst Metropolitan Police Department (MPD) and D.C. Housing Authority Police Department (DCHAPD) officers.OPC is led by an Executive Director and overseen by the Police Complaints Board (PCB), whichis composed offivemembersappointed bytheMayorand approved by the Council of the District of Columbia. Thepurposeofthispositionisto providesubstantiveinvestigationandmanagement support associatedwith the day-to-day operation of OPC's investigative unit. POSITION CONTROLS Works under thedirection andsupervision of the Chief Investigator,whoprovides administrative direction with assignments in terms of broadly defined functions ofthe organization. The incumbent independently plans,organizes, and carries out assignments, selecting appropriate methods andprocedures foraccomplishing assigned work.Work performance is evaluatedby anassessment of the overall effectiveness in meeting requirements and results, and efficiency and productivity of the organization. Guidelines include District of Columbia Codeprovisions, policies, regulations, andDistrict PersonalManual;alllaws,regulations, andMayoralOrdersandIssuances governing MPD;and pertinent established and accepted MPD policies, procedures, and practices; andthepolicies, priorities and special instructions of thesupervisor.The incumbent exercises judgment in locating, interpreting, selecting and applying appropriate guidelines; and anextremely high degree of originality andinitiative when recommending theadoption of newinvestigative approaches, techniques, policies, provisions of law, etc. MAJOR DUTIES Provides technical support to the Chief lnvestigatorregarding administrative and investigative mattersto facilitatetheplanning, organizing, directing or controllingOPC activitiesas required toobtainoptimum utilizationofpersonnel,equipment, materials, andsuppliestosatisfyexisting and future InvestigativeUnit and agency requirements. Provides a full rangeof supervisory services forassigned staff including performance management, assigning cases, setting priorities, establishes schedules forcompletion of investigative,outreach or administrativetasks, and discipline.Supervision should include regularmeetingswithdirectreportstodiscussissues,problems,theexpeditious processingof complaints,up-to-dateinvestigative techniques oroperationalchangesas wellasindividual employee performance management. Identifiesdevelopmental andtraining needsofassignedstaffand personally provides,or arranges for, specific training as appropriate for the development of assigned staff. Assists the Chief Investigator insettingpriorities for timely completion of assignments by evaluating assigned investigators' work performance.Managing the completion of complex cases such as those where the interrelationshipof fact and evidence is extremely difficult to establish, orthatfrequently havethepotential to separateandincreasein scopeandcomplexity from the original assignment. In collaboration with the Chief lnvestigator, actively participates, in the review, development, modificationandimplementationof OPCinvestigative policiesandproceduresandrecommends procedural changes, internal management controls that improve theoverall operation of the Investigative Unit. Providesadviceandassistanceto theChiefInvestigator regardingcomplex,controversial,and/or sensitive city-wide police complaint issues or related matters. Utilizes analytical andinvestigative experience to ensure theadequacy and compliance of investigative procedures andtechniques withestablished guidelines. Ensures timely initiation, preparation,adequacy, accuracy, follow-up,completion of reports, correspondence,memoranda, and other information or documentation. Compares investigative operationswithcurrentstandardsandindustry bestpractices and recommends changes for investigative unit operational improvement. OTHERSIGNIFICANT FACTS Extensive knowledge of,and skill in investigative andresearch principles, techniques, methods and procedures sufficient to conduct andsupervise all aspects of investigations,ofroutineto extremecomplexityand scope;andtoapplygeneral legalprinciples, regulations ororderstothe facts of the case being investigated. Demonstrated experience inproviding leadership ina supervisory capacity.Abilitytosupervise subordinates basedonpriorities,selectiveconsideration ofthedifficulty, andtherequirementsof the assignments and their capabilities. Demonstratedskill inthedevelopment andimplementationofinternal management controlsfor monitoring theinvestigative activities, operational strategiesand long andshortrangeplanning activities. Intensive knowledge of, and extensive skill, in the review or completion of routine to extremely complex investigative research and analysesofconsiderable narrative, statistical, and/or evolvinginformation related toinvestigations. Abilitytocommunicateorallyinaneffectivemannerwithcolleagues,membersofthepublic, and District employees sufficient to elicit/share information, develop leads, interview witnesses, etc. Ability to write andedit clear, concise, well-organized,and thorough investigativereports,memoranda and policy recommendations. #J-18808-Ljbffr DC Government
