Cost Estimator (Mid-level)

Position Overview Koniag Professional Services, LLC, a Koniag Government Services company, seeks a Cost Estimator (Mid-level) with a Secret security clearance to support KPS and our government customer in Falls Church, VA. Responsibilities Assist with development and refinement of government cost estimation models. Develop, maintain, and update credible, defensible, and replicable cost estimates, including Life‑Cycle Cost Estimates, Independent Government Cost Estimates, Cost/Budget Excursions, ROMs, and Program Contractor Cost Estimates, in support of annual Program Objective Memorandum (POM) submissions for any phase of the acquisition life cycle. Ensure all cost estimates comply with applicable program documents, including the Cost Analysis Requirements Description (CARD) and Program Work Breakdown Structure (WBS). Assess technical requirements, program performance, cost, and schedule risk; factor risk and uncertainty into cost estimates. Consult appropriate technical experts/teams for risk and uncertainty determinations and document rationale and sources. Use government‑approved cost estimating tools/software, including CADE, and appropriate data from approved databases. Provide in‑depth documentation of methodologies, assumptions, and data sources in accordance with DoD instructions, regulations, and local guidance. Assist in development of Program WBS as required to maintain compliance with MIL‑STD‑881F, Defense Cost and Resource Center, and other applicable requirements. Collect software, cost, and schedule performance data from relevant historical analogous programs; normalize raw cost data and actual contractor data; document inputs and results in the government storage repository. Prepare comprehensive reports, papers, and/or presentations that explain all facets of the cost estimate and justify results. Prepare Cost Estimate Review (CER) presentations and participate in formal estimate reviews as directed by the government. Prepare Cost Analysis Requirements Descriptions (CARD) in government‑approved format; ensure completeness and compliance with applicable standards. Document and conduct formal reviews of CARDs to ensure compliance with the ASP, Risk Management Plan, Operational Requirements Documents, DoD 5000.4‑M, DoDI 5000.73, MIL‑STD‑881, and other reference documents. Requirements 5 to 9 years of relevant experience. Experience developing and refining government cost estimation models. Experience developing and maintaining government cost estimates, including Life‑Cycle Cost, Independent Government Cost, Cost/Budget Excursions, ROMs, and Program Contractor Cost Estimates for POM submissions. Experience developing Cost Analysis Requirements Descriptions (CARD). Experience preparing comprehensive reports, papers, and/or presentations that explain cost estimates and CARDs. Exceptional interpersonal and written communication skills. Self‑starter who can recognize needs and act with little to no guidance. Strong organizational and problem‑solving skills with multitasking abilities. Advanced proficiency in MS SharePoint, Word, PowerPoint; proficient in MS Teams, Excel, Outlook. Required Bachelor’s of Science Degree in Operations Research or related field with 24 semester hours in operations research, mathematics, probability, statistics, or related courses; at least 3 of those hours in calculus. Required certifications: ICEAA Certified Cost Estimator/Analyst and/or DAWIA Cost Estimating Certification. Must have a current/active Secret‑level security clearance.
