Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Data Analytics Lead) in the Comptroller Department (01), Budget Division (011), Corporate Budget Branch (0111) of NAVSURFWARCEN IH DIV. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $158,322). Responsibilities You will collaborate with multiple Warfare Center sites, Headquarters, and other activities — including the Navy ERP Business Office (NEBO), the Warfare Center Enterprise Data Warehouse (EDW/EDC) team, and DON Financial Management and Systems (FMS). You will develop, implement, and automate strategic financial processes, reporting requirements, and dynamic dashboards. You will partner with accounting, budget, employee services, and audit teams to perform data integrity reviews, identify discrepancies, provide recommendations for corrective actions, and improve system and process performance. You will analyze financial trends and anomalies, develop predictive and statistical models to support forecasting and decision making. You will interpret policy impact on financial systems, and design functional requirements for new or enhanced automated solutions. You will communicate complex technical and financial concepts to both technical and non-technical audiences, develop data visualizations and dashboards to support executive decision-making. You will recommend strategic courses of action to senior leadership, and provide validated reports, procedures, methods, and desk guides to ensure command-wide alignment and effective financial management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical expertise on the analysis, development, and implementation of financial processes and dashboards to support executive decision-making, using data analytics to resolve discrepancies or support executive decision-making.
