Requisition ID: 295953 Relocation Authorized: International - Family Telework Type: Full‑Time Office/Project Work Location: Chandler, AZ Job Summary In this role, you will implement Prime Contract & Risk Management Programs, establish contract administration procedures, and be responsible for the training and supervision of contracts and risk personnel supporting prime contract administration and claims identification. Major Responsibilities Participate in Prime Contract Formation as assigned, including identification of contract baseline, terms and conditions, specifications, drawings, estimates, proposals, schedules, and other documents incorporated in the contract. Identify areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in contract documents. Prepare a risk mitigation plan with the project team and manage the plan's execution. Develop and implement the Contract Management Program consistent with the Prime Contracts Management Manual, including the Contract Responsibility Management Matrix, Contract Requirements Action List, and Contract Notice Requirements Action List. Establish a Project Change Order Procedure, incorporating the Pending Item Program, to identify changes, quantify additional time and compensation due to Bechtel, define approval requirements, and communicate changes to the Customer. Coordinate with project team members to identify customer-related actions or inactions leading to constructive contract changes. Recommend and implement actions to document and request additional compensation or time due to Bechtel, prepare change orders, develop negotiation strategies, and support or conduct negotiations. Manage the working relationship with Construction, Engineering, Procurement, Legal and Risk Management to ensure (sub)contracts contain appropriate flow‑down of prime contract terms and facilitate organizational interfaces. Participate in project‑related meetings, work closely with Construction, Engineering, Procurement, and Project Controls, and review project financial data to ensure awareness of all activities that may affect the prime contract. Identify opportunities for revenue enhancement, schedule relief, and claim avoidance. Additional Responsibilities Take appropriate actions to protect Bechtel's interest and/or improve project performance. Ensure compliance with prime contract terms and conditions. Develop a program to identify and prepare claims as they arise, coordinating negotiation and resolution efforts with the Claims Group and Legal Department. Ensure contract insurance provisions are adhered to and coordinate with Risk Management regarding occurrences covered by Customer or Bechtel‑provided insurance. Manage the administration of prime contract closeout requirements. Manage and train personnel assigned to the project Prime Contracts organization, delivering ongoing project training on prime contract management principles, (sub)contract formation and administration, and claim identification, preparation, and resolution. Education and Experience Requirements Requires a bachelor's or master's degree (or international equivalent) in Business, Law, Engineering, Construction Management or Cost Engineering and 13‑15 years of relevant experience, or 17‑19 years of relevant work experience. In lieu of a formal degree, at least 19 years of progressive experience in pricing, contract law, contract drafting, administration and negotiation of change orders, planning and scheduling. Exercises independent judgment and operates with limited minimal direction from management, requesting support when required. Required Knowledge and Skills Experience with implementing prime contract and risk requirements on large‑scale EPC projects. Knowledge of Bechtel's organizational structure, functions, policies, and procedures. Thorough knowledge of prime contract administration office and field procedures and documents relating to a construction project. Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices.
