Job Overview
The Construction Project Manager is the primary owner of project delivery at RCCS. This role carries full accountability for contract administration, cost control, schedule performance, subcontractor management, and owner communication from project award through final closeout. The ideal candidate is a disciplined operator who builds systems, leads teams, and protects margin with the same intensity they bring to client relationships. The PM is also expected to maintain strong visibility into upcoming decisions, procurement needs, and field constraints so the project team can act before issues affect cost, schedule, quality, or owner expectations.
RCCS builds townhomes, condos, multifamily, and select commercial projects across the Southeast. The PM operates within a structured GC platform using Procore, QuickBooks, MS Project, MS Office products, and is expected to enforce those systems - not work around them. This position directly supports the Director of Construction and collaborates daily with field Superintendents, Preconstruction, and Contract Administration.
Essential Duties, Roles and Responsibilities
This position owns the full project lifecycle - from contract execution and preconstruction handoff through field delivery and final closeout. The PM is accountable for margin protection, forecast accuracy, subcontractor performance, owner relationships, and the completeness of all project documentation. This includes maintaining clear ownership of financial commitments, pending exposure, procurement status, and forecast assumptions throughout the life of the project.
Project Planning and Controls
• Lead project startup including contract review, scope confirmation, buyout strategy, schedule baseline, and controls setup in Procore and Sage before the first subcontractor mobilizes.
• Develop and maintain the project schedule in P6 or MS Project in collaboration with the Superintendent; enforce look-ahead planning discipline across all trade partners.
• Manage submittal and RFI logs; ensure timely processing and distribution with full documentation of impact on cost, schedule, and scope.
Budget Management and Financial Performance
• Own the project budget and cost forecast from award through closeout; produce accurate monthly WIP reports and cost-to-complete updates with no surprises to leadership.
• Execute subcontractor buyout with discipline; level bids, confirm scope coverage, and close gaps before executing subcontracts through Contract Administration.
• Manage pay application processing, lien waiver collection, and billing accuracy in coordination with Project Accounting; escalate billing disputes immediately.
Change Order and Contract Management
• Identify, price, and issue all change orders in a timely manner; no verbal scope changes proceed without written notice and documented owner authorization.
• Maintain a current and complete change order log; coordinate with Contract Administration to ensure executed documents are on file before work proceeds.
• Issue and track all notices required under the prime contract; escalate potential claims or disputes to the Director of Construction and legal counsel within 24 hours of identification.
Team Leadership and Field Coordination
• Direct and support the project Superintendent in daily field execution; maintain shared accountability for production, quality, and safety outcomes. The PM should consistently reinforce accountability across internal and external project partners, ensuring decisions, commitments, and follow-up items are clearly documented and completed on time.
• Lead APM and PE development; assign ownership of logs, submittals, document control, and meeting records with clear deadlines and review cycles.
• Conduct and document weekly OAC meetings, subcontractor coordination meetings, and internal project reviews; all action items logged and tracked to closure.
Quality Assurance and Safety
• Enforce RCCS quality control standards at each inspection and turnover milestone; identify deficient work early and hold subcontractors accountable for timely correction.
• Support an incident-free jobsite by reinforcing RCCS safety protocols with all trades; escalate any safety incident or near-miss to the Director of Safety same day.
• Ensure compliance with all local, state, and federal building codes and permit requirements; coordinate inspections with authorities having jurisdiction and document all results.
Risk Management and Escalation
• Identify project risks proactively; document mitigation strategies and escalate any cost variance over $25,000 or schedule milestone risk to the Director of Construction same day.
• Always Maintain complete and current project documentation; logs, daily reports, correspondence, and issue registers must be current in Procore before each weekly review.
Client Relations and Owner Communication
• Serve as the primary point of contact for the owner; communicate project status clearly and consistently, managing expectations with facts, not optimism. Consistent follow-through and sound judgment are expected throughout every project.
• Build and protect RCCS’s reputation through consistent delivery performance, professional conduct, and disciplined follow-through on every commitment made.
Project Closeout and Warranty Transition
• Drive a structured closeout process: punch list management, final inspections, certificate of occupancy, closeout documentation package, and owner training completed on schedule.
• Formally transition project to the Warranty Manager with a complete handoff packet; participate in warranty review meetings during the first 90 days post-turnover.

Required Skills & Qualifications
• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field preferred. Equivalent field experience may be considered in lieu of a degree.
• Minimum 5 years of experience managing commercial construction projects with full P&L responsibility; multifamily, townhome, built-to-rent, or podium construction experience strongly preferred.
• Demonstrated proficiency in Procore and Quickbooks or equivalent construction ERP; working knowledge of MS Project scheduling.
• Strong working knowledge of AIA contract structures, lien law, and construction notice requirements in North and South Carolina.
• Ability to read, interpret, and coordinate from architectural and engineering construction documents with confidence.
• PMP certification or equivalent project management credential preferred; OSHA 30 required or must be obtained within 90 days of hire.
• NC Building Contractor qualifier credentials or the willingness to pursue qualification is a plus.

What Success Looks Like
• Projects are set up correctly from day one - contracts reviewed, budgets loaded, schedules baselined, and subcontractor buyout underway before the first trade mobilizes.
• Cost forecasts are accurate and current; leadership receives no budget surprises - only early warnings with a recommended path forward.
• Change orders are identified, priced, and executed before work proceeds; no undocumented scope changes reach the field.
• Procore, Sage, and P6 are current and accurate at all times; logs, daily reports, and issue registers are never behind going into a weekly review.
• Owners are informed, confident, and well-managed; project status is communicated with facts, not optimism.
• Schedules are met and milestones are hit; when they are at risk, the PM has identified it early and is already executing a recovery plan.
• Closeout is structured and complete; the owner receives a full turnover package, and the warranty transition is documented before final payment is released.
• APMs and PEs are growing - they carry real ownership, produce quality work, and require less direction over time.

Schedule
• Monday through Friday 7:30 AM – 4:30 PM. Occasional evening or weekend work may be required based on project demands.

Work Environment
Office-based environment with business casual dress code and regular active jobsite visits. Standard office equipment including computers, phones, and document management systems are used daily. Jobsite environments will require appropriate PPE in accordance with RCCS safety
