Policy Analyst
US Federal Housing Finance Agency
This position is for a Policy Analyst with the Division of Housing Mission and Goals (DHMG), Single Family and Multifamily Policy (OSMP) Branch at the Federal Housing Finance Agency (FHFA). In this role, the incumbent will engage in specific policy development and implementation activities or projects and provide subject-matter technical and policy information and guidance pertaining to very complex program/policy issues. You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-12: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: Assisting in the research, analysis, and drafting of policy options, regulations, or guidance related to federal housing-finance programs, and preparing supporting materials or recommendations for supervisory or senior staff review; AND/OR Evaluating proposed legislation, statutes, testimony, and/or industry reports to identify potential implications for agency programs and providing analytical summaries that inform updates to policies or procedures; AND/OR Participating in meetings or engagements with federal agencies, industry groups, and/or advocacy organizations to gather information, communicate established policy positions, and support ongoing policy development efforts; AND/OR Conducting assigned portions of policy studies or special projects, analyzing program data or technical reports, preparing accurate presentation materials, and drafting responses to inquiries on housing-finance policy issues; AND/OR Gathering, extracting, and analyzing data for use in policy recommendations, risk monitoring, or monitoring Agency goals; AND/OR Monitoring project status reporting to assess implementation readiness, key risks, and issues; AND/OR Tracking progress against timelines and critical paths, identifying delays or resource gaps and escalating concerns to leadership as needed; AND/OR Conducting assessments of proposed or ongoing changes to determine impacts on stakeholders, systems, datasets, and aligned initiatives. Minimum Qualification EL-13: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: Researching, analyzing, drafting, and presenting policies, regulations, and guidance related to housing finance programs or GSE statutory requirements, and preparing policy papers and recommendations for senior leadership; AND/OR Leading policy studies or special projects with minimal guidance, analyzing complex data, developing presentations and documentation, and representing organizational views on interagency or cross office working groups; AND/OR Engaging Congress, federal agencies, industry groups, and/or advocacy organizations to gather input, communicate policy positions and support development or implementation of housing finance policies; AND/OR Evaluating proposed legislation, statutes, testimony, and industry reports to determine program impacts and providing recommendations requiring changes to policies, regulations, or operations; AND/OR Gathering, extracting, and analyzing data for use in policy recommendations, risk monitoring, or monitoring Agency goals; AND/OR Monitoring project status reporting to assess implementation readiness, key risks, issues, and dependencies across regulated entity data initiatives; AND/OR Tracking progress against timelines and critical paths, identifying delays or resource gaps and escalating concerns to leadership as needed; A ND/OR Conducting assessments of proposed or ongoing changes to determine impacts on stakeholders, systems, datasets, and aligned initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
