IT Project Manager

IT Project ManagerWe are seeking an experienced IT Project Manager to lead federal IT projects supporting the Department of Homeland Security (DHS). The ideal candidate will manage technology initiatives from project initiation through completion while ensuring compliance with federal governance, security, SDLC, ITSM, and systems lifecycle requirements.The candidate will work closely with Product Owners, Scrum Masters, technical teams, cybersecurity, infrastructure, enterprise architecture, and government leadership to successfully deliver projects using Agile and Hybrid methodologies.Key ResponsibilitiesLead IT projects through the complete project lifecycle.Develop project plans, schedules, milestones, and resource plans.Manage scope, schedule, budget, risks, issues, dependencies, and change requests.Apply Agile and Hybrid project management methodologies.Partner with Product Owners, Scrum Masters, and technical teams.Manage and prioritize Jira activities, backlogs, and sprint deliverables.Provide executive briefings and presentations to government leadership and C-suite stakeholders.Coordinate with cybersecurity, infrastructure, software development, QA, and business teams.Support SaaS, PaaS, data warehouse, data analytics, and enterprise cloud initiatives.Ensure compliance with federal governance, SDLC, ITSM, SLM, ATT, ATO, and ITSR requirements.Drive continuous improvement and resolve project/resource constraints.Maintain project documentation and stakeholder communications.Required QualificationsBachelor's degree in Information Systems, Computer Science, or a related field.7+ years of IT Project Management experience.Minimum 5 years managing Federal IT projects.Strong experience with Agile and Hybrid project management.Expert knowledge of Jira and Agile project management practices.Experience with at least two of the following:PalantirServiceNowMicrosoft Power AppsData WarehousesData Analytics ToolsExperience with SDLC, ITSM, SaaS, PaaS, and enterprise cloud environments.Strong executive presentation and stakeholder management skills.Experience with Confluence, SharePoint, and Microsoft Teams.Experience functioning as a Scrum Master, including facilitating Scrum ceremonies and removing impediments.Knowledge of Federal/DHS governance processes, including ATT, ATO, ITSR, and SLM.Nice to HaveDHS or ICE program experience.PMP, CSM, PMI-ACP, or SAFe certification.Experience with enterprise digital transformation or cloud modernization initiatives.ClearanceU.S. Citizenship is required. Active DHS Clearance is preferred. Candidates with DoD Top Secret, CBP/CIS, TSA, SSA, or Department of State clearance may also be considered.
