Change Management Consultant

Job Summary:

The Senior Change Management Consultant plays a pivotal role in guiding organizations through complex change initiatives by providing expert consultative advice, coaching, and strategic leadership. This role focuses on developing and implementing comprehensive change management strategies to ensure successful adoption of organizational transformations, particularly in large-scale, multi-ministry and digital transformation projects. The consultant partners with leaders, stakeholders, and project teams to enhance change capabilities, manage resistance, and embed sustainable change practices. Responsibilities:

• Provide expertise and coaching on change management principles, methodologies, and tools.
• Support leaders and teams in understanding change impacts and managing resistance.
• Act as a visible coach to change champions and stakeholders.
• Collaborate with project managers, business analysts, and other specialists to integrate change practices.
• Develop and implement change management strategies, plans, and frameworks.
• Lead development of communication plans, sponsor roadmaps, stakeholder assessments, training plans, and resistance management.
• Manage stakeholder identification, analysis, and engagement strategies.
• Ensure alignment of change activities to remove barriers and facilitate smooth adoption.
• Articulate the purpose and benefits of change to impacted stakeholders.
• Build consensus among clients and stakeholders on change initiatives.
• Identify and mitigate people-side risks and resistance.
• Design and conduct change readiness assessments and present findings.
• Track adoption, utilization, and proficiency of changes through measurement systems.
• Embed and institutionalize change to sustain benefits, including knowledge transfer and continuous improvement.

Required Skills:

• Proven experience leading large-scale, enterprise-level change initiatives in multi-stakeholder environments.
• Ability to develop and implement multi-year change management strategies aligned with enterprise IT goals.
• Strong skills in developing communication plans and crafting clear, compelling materials for diverse audiences, including executives.
• Experience conducting workshops, briefings, and training sessions.
• Strong conflict management, interpersonal, and communication skills (written and verbal).
• Knowledge of change management industry standards, best practices, methodologies, and tools.
• Ability to work effectively with diverse stakeholders including senior management and project teams.
• Strong analytical, decision-making, presentation, and group facilitation skills.
• Experience with project management fundamentals and lifecycle understanding.

Desired Skills:

• Experience assessing change impacts on business processes and technology solutions to drive adoption.
• Experience leading medium to large transformational change projects.
• Proficiency in creating actionable change management plans including communications, coaching, training, sponsorship, and resistance management.
• Ability to define and measure success metrics and monitor change progress.
• Experience coordinating with communications, training, and HR specialists during implementations.
• Strong ability to influence stakeholders at all organizational levels.
• Familiarity with Ontario Public Service (OPS) or similar government environments.
