Business Analyst

Location: Port Authority Technical Center Overview Reporting to the Manager of Contract Administration, with support to the Chief and Deputy Chief of Construction, the Business Analyst provides administrative and analytical support for Stage IV construction contracts. This role works closely with Resident Engineer offices throughout New York and New Jersey, as well as multiple Port Authority departments, to manage contractor payment applications, facilitate contract administration, and coordinate project closeout activities. The ideal candidate will possess strong organizational, analytical, and communication skills, with experience supporting construction contract administration in a fast-paced environment. Key Responsibilities Review and process contractor payment applications and supporting documentation, including change orders, contract conversions, field work authorizations, desk audits, and other contract-related records. Coordinate with Resident Engineer offices and various Port Authority departments, including Comptroller, Procurement, and operating facilities, to ensure timely and accurate payment processing. Verify the completeness and accuracy of payment documentation in accordance with contract requirements and agency procedures. Assist in administering construction contracts throughout the payment and closeout process. Coordinate and process construction project closeout documentation, including but not limited to: Completion of Work Memorandums Certificates of Final Completion Certificates of Total Compensation Other required contract closeout documentation Maintain accurate project records and contract documentation. Track payment status, contract modifications, and project closeout milestones. Respond to inquiries from project teams, contractors, and internal stakeholders regarding payment status and contract administration matters. Support continuous process improvements related to contract administration and project closeout activities. Perform additional administrative and analytical duties as assigned. Minimum Qualifications Associate degree in Business Administration, Business Management, or a related field from an accredited college or university. Minimum of 5 years of experience in office engineering, construction administration, or contract administration, with primary experience supporting construction contracts. Demonstrated experience using SAP and AVM or similar enterprise contract management systems. Proficiency in Microsoft Office Suite (Excel, Word, Outlook, and Teams). Strong organizational skills with exceptional attention to detail. Excellent analytical, problem-solving, and critical-thinking abilities. Strong written and verbal communication skills with the ability to interact effectively with internal and external stakeholders. Ability to manage multiple priorities while meeting deadlines in a fast-paced environment. Ability to successfully obtain and maintain a SWAC (Secure Worker Access Consortium) or TWIC (Transportation Worker Identification Credential) through the required background investigation. Preferred Qualifications Bachelor's degree in Business Administration, Engineering, Construction Management, or a related field. Valid driver's license. Experience supporting public-sector or transportation infrastructure construction projects. Familiarity with construction payment processing, contract closeout procedures, and change order administration. Experience working with Port Authority of New York and New Jersey (PANYNJ) construction contracts or similar public agency projects. #J-18808-Ljbffr
