Reports To: Regional Property Manager / Director of Operations
The Roving Community Manager provides operational, compliance, and leadership support across multiple affordable housing communities within the portfolio. This role is responsible for maintaining strong on-site operations, ensuring compliance with affordable housing regulations, supporting site teams, stabilizing performance at challenged communities, and assisting with lease-ups, staffing coverage, audits, and special projects as assigned.
The ideal candidate has strong experience in LIHTC , Project-Based Voucher (PBV)/Section 8 , and layered affordable housing programs, and is adaptable, detail-oriented, and comfortable working across multiple sites.
Key ResponsibilitiesProperty Operations & OversightProvide temporary and ongoing management support to assigned communities as needed
Ensure consistent implementation of company policies, procedures, and operational standards
Support day-to-day operations including leasing, collections, resident relations, and vendor coordination
Identify operational challenges and implement corrective action plans in collaboration with regional leadership
Assist with lease-ups, transitions, staffing gaps, and distressed property stabilization
Ensure compliance with LIHTC , Project-Based Section 8 (PBV) , and other layered funding requirements
Review resident files for accuracy, eligibility, and audit readiness
Support preparation for and response to audits and inspections (TCAC, HCD, HUD, NSPIRE/REAC, local housing authorities)
Provide guidance and hands-on support to site teams regarding certifications, recertifications, rent calculations, and subsidy coordination
Mentor, train, and support Community Managers, Assistant Managers, Leasing Agents, and on-site staff
Provide temporary coverage for management positions as assigned
Assist with onboarding, coaching, performance support, and corrective action implementation
Promote consistency, accountability, and best practices across all assigned communities
Support resolution of resident concerns, grievances, and escalated issues
Ensure Fair Housing compliance and consistent application of house rules and lease enforcement
Work collaboratively with service providers, housing authorities, and community partners
Support rent collection, delinquency management, payment plans, and subsidy tracking
Assist with budget adherence, expense controls, and variance review as requested
Ensure timely and accurate reporting from assigned sites
Required:
Minimum 3-5 years of affordable housing property management experience
Strong working knowledge of LIHTC and Project-Based Section 8 (PBV) programs
Experience supporting multiple properties or in a roving, regional, or floating management role
Knowledge of Fair Housing laws and affordable housing compliance requirements
Strong organizational, problem-solving, and communication skills
Ability to travel between properties throughout San Diego County
Proficiency with property management software and Microsoft Office
Preferred:
Experience with layered funding programs (HOME, supportive housing, local housing authority programs)
Lease-up, conversion, or distressed property experience
Supervisory or training experience
CAM, COS, or similar industry certification
Compliance-focused and detail-oriented
Flexible, adaptable, and solutions-driven
Strong leadership and coaching skills
Professional judgment and discretion
Ability to manage multiple priorities and deadlines
