About the Position: This position is located at Military Correctional Complex, Fort Leavenworth, Kansas.

Duties

Help
  • Perform independent examination, diagnosis, and treatment within personal credentials and privileges delineated by the military treatment facility Commander.
  • Examine inmates and perform initial patient work-up and assessment of patients' care and treatment; and, determine the need for and order laboratory tests, X-rays, and other procedures necessary to complete assessment of the patient.
  • Secure a more comprehensive and detailed health and medical history from the inmate, records findings, and other ancillary materials.
  • Discriminate between normal and abnormal findings to recognize early stages of serious physical, emotional, or mental problems.
  • Provide surveillance of adherence to medical and primary care practices and procedure to stabilize chronically ill patients.
  • Perform outpatient surgical and non-surgical procedures as designated by credentials committee.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • A pre-placement medical examination is required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • Personnel who enter the Military Correctional Complex consent to inspection of their person and property, including their vehicle, at any time their property or vehicle is within grounds controlled by the Military Correctional Complex.
  • This position is designated as a Primary LEO and the work requires frequent, direct contact in the detention of inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice.
  • All facility personnel shall possess a high degree of maturity and emotional stability and have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of more than one year.
  • The maximum entry age for positions covered under the special Law Enforcement Officer (LEO) retirement is 37 years old. The maximum entry age may be waived under certain circumstances.
  • Individuals must be appointed by the last day of the month in which the individual becomes age 37. Individuals who are past the maximum entry age limit, but previously served in a primary position, may be reinstated.
  • All Army Corrections Command employees are required to take 40 hours of training annually. Employees will receive basic training in inmate supervision and security as well as specialized training in their field.
  • This position requires the employee to undergo screening for tuberculosis upon appointment and an annual re-evaluation.
  • The employee will comply with the strict provisions as established by ACC policy and local facility/activity policy on staff standards of conduct.
  • All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution (42 USC 1997).
  • The individual hired may be required by Command to work at Munson Army Health Center for a period of their duty time, not to exceed 49%
Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Physician Assistant:

Education: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained.

Certification: Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification.

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Exemption: You are exempt from the license requirements above if you are a current federal employee occupying a position in the 0603 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

GS-12 Experience: A minimum of one full year of work experience as a certified physician assistant equivalent to the GS-11 grade level.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
  • Work requires the first line supervision of law enforcement officer positions classified as primary/rigorous.
  • This position has been identified as a primary position and has been approved for special retirement coverage (SRC) under the provisions of title 5 United States Code, Sections 8336(c) and 8412(d) by DoD Memorandum dated July 10, 2024. Employee must meet all transfer requirements for their respective retirement system on the date of the move to this primary position to be entitled to remain covered under SRC.
  • This position has been identified as a primary position and has been approved for LEO special retirement coverage. In order to qualify for primary coverage, the incumbent must have 3 years of primary retirement coverage.
  • IAW 28 C.R.R. Part 115, the MCC shall not hire or promote anyone who may have contact with inmates, who: has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility, or other institution (as defined in 42 U.S.C. 1997); has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; or has been civilly or administratively adjudicated to have engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse.
