Job Description and Duties

In the Office of Business Management, under the supervision of a Supervisor II, the incumbent serves as the District's expert on PY/PS$ Position Management. The incumbent will monitor the District's Personnel Years (PYs) and Personnel Service Dollars (PS$) expenditures based on allocation and projections and provide recommendations when necessary. Additionally, the incumbent will assist the Divisions with their hiring needs.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions

Position located at 111 Grand Ave, Oakland, Alameda County.

This is a Limited Term position which may be extended to 24 months or become permanent. 

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's current telework policy. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee's designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

This incumbent will work in a workstation, in a climate controlled office under artificial lighting. Periodic problems with heating and air conditioning may cause the temperature and air flow within the building to fluctuate. Employee may be required to travel in state, but the travel would be very infrequent. Overtime may be required to accomplish projects with short deadlines, and vacations may be restricted during peak times.

(5) Describe a time when you had to handle a team member who consistently misses deadlines or fails to meet quality standards.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Must have knowledge of the Department's budgetary and fiscal processes and goals, knowledge of the Department and District programs and organizational structure; knowledge of position allocation and control processes and applicable government codes. Well-developed personal computer skills and thorough knowledge of such application and databases such as: Excel, Word, PowerPoint, EFIS (Advantage, infoAdvantage), Datalink, and ROAD.
