Job Description and Duties

In order to ensure consistency and compliance with program mandates, the District Branch Chief, under general direction from the Office Chief, Consultant Services Unit (CSU), will serve as the single focal point to support and communicate to stakeholders the requirements of CSU mandated programs as obligated by state or federal laws, regulations, executive orders and departmental policies. The District Branch Chief is responsible for tracking and monitoring the expenditures for the X32 activities within the Capital Outlay Support Program. The position serves as the program manager of the District’s Architectural & Engineering (A&E) Mentor-Protégé Program (Calmentor) as mandated by Governor’s Executive Order S-11-06.

Working Conditions

Positions located at 111 Grand Ave Oakland, Alameda County

Multiple positions may be filled from this recruitment.

While at the District Office, employees will work in a climate-controlled office under artificial lighting. Due to periodic problems with heating and air conditioning, the building temperature may fluctuate. Most employees will work at workstations and within cubicles. Some overtime may be required and vacations may be restricted during peak times and fiscal year-end closing.

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee’s goals. Assignments may involve long term travel and can be located throughout the state.

In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas. 

Special Requirements

• Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

• Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.

  1. Demonstrated knowledge as it relates to contract (Consultant or Contractor)

  management, including related education and training.

  2. Demonstrated ability to monitor/control contract performance as it relates to quality of the Consultant's/Contractor's work, DVBE or DBE activities and use of subcontractors and suppliers.

  3. Demonstrated ability to work with internal and external teams to deliver programs, projects and/or products on time and within scope and budget.

  4. Demonstrated knowledge of project delivery and familiarity with PRSM, EFIS and other PPM tools to forecast and provide detailed contract expenditures.

  5. Demonstrated a broad spectrum of interpersonal communication skills which are

  necessary to work cooperatively with and build partnerships with internal and external customers.

  6. Demonstrated ability to assess and manage risks and propose appropriate course of actions to support functional unit's project delivery need.
