Company Overview FCHN is an integrated network of nonprofit, nationally accredited providers delivering coordinated community-based services to vulnerable children, individuals and families across California. FCHN exists to ensure more Californians can access culturally congruent and trauma-informed care from a high-quality network of community-based organizations addressing whole-person and whole-family needs. Our core activities include: Serve as a single contracting vehicle for community-based providers to enroll in Medi-Cal managed care plan networks. Reduce administrative burden so providers can focus on serving clients. Improve coordination between providers across systems through technology infrastructure, training and administrative practice support. Position Summary The Operations Manager will play a critical role in the successful implementation and ongoing management of the Partnership Health Plan contract with providers across the network. This individual will develop and oversee operational workflows, monitor contract performance, evaluate outcomes and support providers in delivering services under the contract. The Operations Manager will also collaborate with leadership to assess opportunities to expand partnerships with additional Managed Care Plans. This role requires a strong background in healthcare operations, deep understanding of Medi-Cal and Managed Care Plan requirements and the ability to balance strategic oversight with hands-on operational execution, provider support and cross-functional coordination. Key Responsibilities Contract Implementation & Management Lead implementation of the Partnership Health Plan contract with providers. Translate contract requirements into clear operational workflows and processes. Ensure compliance with state, federal and health plan regulations. Provider Support & Relationship Management Serve as the primary contact for providers participating in the Partnership Health Plan contract. Provide ongoing technical assistance, training and operational guidance. Troubleshoot and resolve provider issues timely and collaboratively. Performance Monitoring & Reporting Develop and track key performance indicators (KPIs) to monitor contract success. Analyze provider performance data and identify areas for improvement. Prepare reports and dashboards for leadership, providers and Managed Care Plans. Operational Development Design and refine workflows to improve efficiency and provider experience. Collaborate with cross-functional teams to support system integration and process improvements. Evaluate contract successes and identify best practices to scale across the network. Expansion & Strategic Growth Support leadership in evaluating opportunities to onboard additional Managed Care Plans. Develop operational readiness plans for new contracts and services. Ensure smooth transitions during expansion to new payors or programs. Essential Functions Exercise independent judgment and discretion in implementing and managing operational workflows associated with health plan contracts and provider participation. Translate contractual, regulatory and program requirements into practical operational processes and implementation plans. Monitor contract and provider performance, analyze operational data, identify trends or barriers and recommend improvements. Provide operational guidance, technical assistance, training and problem resolution to participating providers. Coordinate across internal departments and external stakeholders to support system integration, contract implementation, provider readiness and continuous improvement. Develop and maintain reports, dashboards, key performance indicators, workflows and other operational documentation. Support organizational expansion into additional Managed Care Plans, payors, programs or services through readiness planning and implementation coordination. Maintain compliance with organizational policies, confidentiality requirements and applicable federal, state, contractual and health plan requirements. Prioritize multiple assignments, manage competing deadlines and support organizational objectives in a dynamic work environment. Perform other related duties consistent with position responsibilities. Required Qualifications Bachelor’s degree from an accredited college or university. Three (3) years of experience in healthcare operations, managed care or provider network management. Strong understanding of Medi-Cal, CalAIM and Managed Care Plan contracting. Proven ability to translate complex regulatory and contractual requirements into operational workflows. Exceptional organizational and project management skills. Strong analytical skills with experience in performance monitoring and reporting. Excellent communication and relationship management skills. Ability to work independently and collaboratively. Employees are expected to be available during regular business hours Monday through Friday and work the hours necessary to fulfill position responsibilities, including additional time as needed to meet business and operational requirements. Supervisory Responsibilities This position exercises supervisory authority as delegated by management and in accordance with FCHN policy and applicable law. This position may be performed in the Sacramento office and/or a remote or hybrid work environment based on organizational and business needs. The role includes administrative, analytical, operational, project management, provider support and communication responsibilities requiring regular use of a computer, virtual meeting platforms and organizational systems. Work Location & Home Office Requirement The employee must reside in California, maintain a suitable work environment for the assigned remote or hybrid arrangement and comply with FCHN work location, confidentiality, technology and security requirements. Physical Demands This position requires the ability to sit for extended periods, use a computer and standard office equipment, communicate via phone and video conferencing and participate in meetings and operational activities as needed. Compensation Salary Range: $105,000–$120,000 Final compensation will be determined based on experience, qualifications, internal equity and organizational budget considerations. Why Join FCHN?
