System Requirements & other govt. regulations. Shapes, develops & matures bus. case analyses & cost methods resulting in a comprehensive bid/price strategy. Develops initiatives to increase profitability & cashflow. Acts as the estimating lead on proposals compiling cost, schedule, & technical elements to development proposals in accordance with Request For Proposal (RFP) specs. Coordinates the collection of cost, scheduling, & performance elements from functional departments. Performs financial modeling & analyses related to major proposals, including rate studies & analysis, bus. case development, cash flow analysis, NPV & IRR & presents analyses & recommendations to leaders. Researches & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates. Participates in should-cost & pricing reviews with mngmt & customer reps. Participates as a member of the contract negotiating team & interacts with DCAA /other audit agencies. Initiates process improvements to enhance productivity & efficiency within pricing & estimating functions. May provide day-to-day direction & guidance to less senior Proposal Analysts. Develops, communicates, & implements Estimating & Pricing policies/procedures, & conducts monitoring & surveillance activities to ensure that the policies/procedures are being thoroughly & consistently implemented. Possesses comprehensive written & oral communications skills to support proposal development activities, executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other audit agencies.As a member of the Aeronautics Estimating & Pricing Central team (Core Estimating), your primary task will be performing audits of cost estimates for compliance with the Federal Acquisition Regulation, Prime Contract Requirements and Lockheed Martin Policies and Procedures. The results of the audits are provided to the Estimators with training and feedback for continuous improvement. You will also be responsible for preparing and publishing proposal quality metrics on a monthly basis based on these results. You will be responsible for learning the formulation of Material Estimating decrements which are updated on an annual basis. Your supporting task will be creating, reviewing, and maintaining company policies and procedures and communicating them to the program estimators and customer audit agencies. Additionally, this position supports audits of LM Aeronautics’ proposals performed by various government agencies, Lockheed Martin internal audit, and Lockheed Martin sister companies. You will support a team-based Estimating organization by interacting with internal customers with respect to process improvement, problem resolution, and training. Secondary responsibilities will include cross training in all functions performed by the group and performing special assignments covering a variety of topics as requested by management.Basic QualificationsExperience analyzing and assessing the compliance of cost estimates based on internal and external policies and proceduresExperience using communication skills, both verbal and writtenExperience with Microsoft Office toolsExperience with developing proposals in accordance with FAR & DFARS within a DOD environment.Experience in Data Analysis, utilizing Advanced Excel skills.Desired SkillsProficiency in data preparation and analytics tools such as Tableau Prep, Alteryx, KnimeSAP experience in a defense contracting environment. Experience developing and analyzing large bills of material.Experience with LM Aeronautics proposal tool APTS, or similar proposal development tools.Experience with reviewing estimates / proposals for compliance with RFP, Government regulations per FAR, and internal processes.
