Role Overview:

This position will lead the DWD IT project management and business analysis groups within the enterprise software development and innovation IT department. We are looking for a candidate with demonstrated next-generation technical experience and strategic leadership competencies. Ideal candidates will posses the ability to build trust, persuade w/o authority, design and adapt to changing software development lifecycle processes. Functional requirements include Dev Ops platform management, Hybrid-Agile SDLC, hands on requirement gathering and the ability to train and nurture these stills in others. You will be tasked with: developing and communicating the PMO strategy and operating model; and clarifying roles, expectations and accountability for business analysts, product owners and project managers. Once established this office must continually improve project delivery through the capture of effective user stories, acceptance criteria, prioritization processes and effective change management practices.

Ideal Experience

• 10+ years of experience in project, program, portfolio, or PMO leadership
• Demonstrated experience establishing or transforming a PMO
• Experience managing Agile, SAFe, waterfall, and hybrid environments
• Experience leading cross-functional technology initiatives
• Proven ability to advise senior executives and manage competing priorities
• Bachelor’s degree in business, technology, project management, or a related field
• PMP, PgMP, PRINCE2, SAFe, Scrum, or similar certifications preferred

Salary:

A Day in the Life:

The essential functions of this role are as follows:

• Lead the planning, execution and successful completion of large-scale, strategic and/or complex projects, ensuring alignment with organizational goals.
• Manage large, high-visibility, high-impact enterprise-type projects that involve multiple internal or external stakeholders or contracted resources. May be part of an overall program or portfolio of projects.
• Develop comprehensive project plans, timelines, resource allocations, budgets, and risk management and mitigation strategies.
• Define users' and project team members’ roles and responsibilities on the project.
• Oversee and manage cross-functional teams, which may include (but not limited to) developers, engineers, analysts, and/or third-party vendors.
• Coordinate and monitor the activities of all stakeholders to ensure timelines and budgets are met.
• Lead change management efforts and ensure stakeholder buy-in
• Communicate project status to management and project stakeholders. Engage with executives and senior stakeholders to ensure continuous alignment.
• Mentor and provide coaching/guidance to lower-level Project Managers including recommending training and work experience.
• May recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
• May set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensures work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

• Thorough knowledge of project cost management, benefits analysis, risk management, funding and estimation of resources.
• Thorough knowledge and application of agile, waterfall and hybrid project management methodologies.
• Extensive knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation.
• Extensive knowledge and experience of Microsoft products: Outlook, SharePoint, Word, Excel, Project, and Visio.
• Ability to lead cross-functional and cross-organizational project teams by encouraging and influencing others to perform.
• Demonstrated ability to manage multiple large projects simultaneously, balancing competing priorities.
• Demonstrated leadership and team management skills.

A degree is not required. However, at least 7+ years of experience including project management experience in information technology, Computer science, Business Administration or a related field, applying the below, outlined knowledge, skills, and abilities in a similar role.

This role may serve as a team lead for an assigned work group.
