Chief Estimator

Chief EstimatorWilliam Charles Construction, a MasTec Company, is hiring for an experienced Chief Estimator with extensive estimating background with heavy civil, highways and roadways. Chief Estimator will be responsible for the complete preparation and submittals for bidding opportunities in our Rockford IL or Indianapolis IN office locations. In general, this position will be responsible for cost preparation, proposal closeout, submittals and all other ancillary estimating functions for both public and private sector work, management of estimating teams as required, compliance with corporate estimating practices, project budgets and coordination with the job control setup process. Join one of the largest construction firms in the country (Engineering News-Record [ENR]: #1 in Power, #16 Top 50 Domestic Heavy Contractors, #13 Transportation Contractor).ResponsibilitiesEstimating team oversight as required including project assignments, estimate reviews, risk assessment, final bid close and submittalSelf-perform preparation and complete ownership of estimatesSubcontractor and Supplier research and outreach to ensure quality scope coveragePost bid budget creation and project setup. Coordination with cost control department for ERP system interface for successful pursuitsDevelop and coordinate preconstruction meetings for project handoff to Operation teamsPrepare and lead progress and proposal review meetingsWork closely with Diversity Department to ensure compliance with all goals and requirementsIdentify critical issues and develop risk exposure summary with associated cost impactsProvide creative and innovative thinking to analyze and develop strategy and value engineering solutionsEffective communication and interaction with clients, engineers, subcontractors and suppliersProvide complete and accurate estimates to Executive Management for review and to ensure confidence in decision makingWorking in a team-oriented environment and providing training and mentoring to othersRemain engaged with project and Operations Team throughout life of awarded projectsDevelop business relationships within the regional marketplace. Active in local networking and client sponsored programsQualificationsBachelor's degree in civil engineering, construction management, and/or related field experienceLarge scale DOT and Municipal hard bids (focus on IDOT & INDOT) as well as private market pursuits such as warehouse and data center sitework. Experience with alternative delivery methods such as Design Build, CMGC and P3 is a plus but not required10-15 years of experience in heavy civil construction estimating. Extensive experience in earth moving, underground utilities, concrete/paving and structural concrete/bridge construction is preferred.
