Location: Southern and Southeast Regions

This is a full-time Select Exempt Service position, working 40 hours per week.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

POSITION DESCRIPTIO N

This is a highly responsible position responsible for administering the delivery of the Hope Florida- A Pathway to Prosperity Program and requires expertise in social services including extensive knowledge of Community Services and resources. Provides leadership and management to include compliance with program requirements/business model, and effective performance feedback. The Program Administrator is responsible for educating and promoting the Hope Florida program within the community when required by the Department.

The duties and responsibilities include, but are not limited to the following:

• This is professional work supervising and directing employees; including but not limited to communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.). Gather, analyze and present data from multiple sources to support policy recommendations and program evaluation.
• Program Planning and Development - Oversees Hope Florida program in areas designated and assigned to ensure conformity with State laws and regulations in addition to the Department policies and operating procedures.
• Supervision - Manages and provides leadership, guidance, and supervision to all direct reports responsible for the delivery of Hope Navigation services to customers. Reviews all personnel actions to ensure all levels of management within the administration follow the State Personnel Rules and the Department’s policies and operating procedures. Hires and trains staff, supervise and evaluates staff performance to assure the opportunity of meeting their fullest performance potential. Develops programmatic operating procedures, disseminates information and provides overall leadership to subordinate staff. Participates in periodic supervisory conferences, staff meetings, workshops, conferences and training. Review and revise internal policies, procedures, and documentation to ensure alignment with agency goals, best practices, and applicable regulations.
• Monitoring - Reviews and monitors the implementation of corrective action plans; ensures the completion of programmatic and managerial goals and objectives. Participates in monitoring visits and all exit interviews and request additional monitoring visits when needed. .
• Issue Resolution - Organizes corrective action plans for all management and programmatic areas that are not incompliance with required standards. Seeks input and technical assistance from program offices on compliance with standards and programmatic issues. Manages the resolution of customers complaints in conjunction with unit supervisors.
• Communication - Establishes and maintains effective working relationships with upper level managers, program office, direct reports, peers, and community service partners and organizations in the service area. Coordinates working relationships with staff and other state programs that provide public assistance services. Administers the effective flow of information and ideas within assigned areas of responsibility. Provides information on the Hope Florida program and services as requested. Ensures effective communication with the deaf and hard of hearing community (Department’s customers and companions) in accordance with the ADA and or section 504; manage service records and reports data, resources, and or training needs to their designated program point of contact.
• Identifies and maintains working knowledge of available community resources.

• Analysis and Monitoring - Recommends and initiates quality improvement strategies and quality control. Works with staff to identify error trends. Acts as a facilitator for quality improvement efforts. Analyzes data from all levels of monitoring including qualitative and quantitative data. Prepares reports and presentations. Monitors and evaluates operational outcomes. Assists with operational planning and service delivery.
• Budget and Fiscal Responsibility – Manages overtime budgetary allotment within area of responsibility. Manages expenditures; approve vouchers, invoices, and requisitions for assigned program areas.
• Performs other duties as directed.

Ability to plan and develop programs or program components; utilize problem-solving techniques, prepare proposals and funding requests; evaluate and monitor service delivery and implement corrective action plans; provide technical assistance regarding program and customer issues; supervise people; determine work priorities, assign work, and ensure proper completion of work assignments; communicate effectively; establish and maintain effective working relationships with others; understand and apply applicable rules, regulations, policies and procedures.
