Executive Sponsor / Steering Committee

Benefits: Health insurance BVA Bear’s IT Solutions is seeking an Executive Sponsor / Steering Committee located within PA to support onsite work as needed. Remote work may or may not be authorized , depending on client requirements. Work hours are expected to be scheduled between 6:00 a.m. and 6:00 p.m. Eastern Time , Monday through Friday, excluding government holidays, with core hours from 9:00 a.m. to 3:00 p.m. ET . The Executive Sponsor / Steering Committee provides executive governance for implementation of the OCL Administrative Office Operational Plan, both bureau strategic plans. It confirms annual priorities, reviews performance, resolves cross-bureau issues, and authorizes corrective action or resource shifts. Duties Include: Approve implementation governance, plan ownership, annual priorities, and performance expectations. Review enterprise and plan-level progress at least quarterly. Resolve cross-bureau conflicts, dependencies, resource constraints, and escalated risks. Authorize material changes to priorities, timing, ownership, or measures. Confirm readiness for annual reviews, the five-year evaluation, and next-cycle planning. Promote accountability and alignment with statutory, organizational, and program responsibilities. Required Qualifications: Senior leadership authority within OCL or designated governance. Knowledge of OCL responsibilities, organizational structure, programs, and stakeholders. Ability to sponsor cross-bureau decisions and resource commitments. Commitment to evidence-based performance review and transparent accountability. Preferred Qualifications:. Experience with enterprise governance, strategic-plan implementation, grants, libraries, or public administration.
