Location: Fort Stockton TX 79735 Duration: 12+ months Pay rate: $33.00/hr - $38.00/hr on W2 without benefits Shift: 10 hrs / 4 day weeks FTE conversion possible in 36 months

Summary

Title: Facility/Site Supervisor (Coyanosa Thermal Treatment Facility) The Facility/Site Supervisor at the Coyanosa Facility is a critical and dynamic role. Coyanosa TTF is one of the most regulated facilities. The Facility/Site Supervisor is responsible for working with management to ensure the execution of standards and policies for the facility as they pertain to the regulatory Compliance program, facility sustainment and maintenance, facility administration, and personnel. The Coyanosa Facility Supervisor function is critical in establishing, monitoring, and continuously improving environmental performance and environmental programs at the highly regulated Coyanosa Thermal Treatment Center.

General Duties Include But Are Not Limited To:

• Work with Regulatory Compliance to maintain up-to-date knowledge of laws and regulations affecting local operations.
• Coordinate with Regulatory Compliance for the gathering and submission processes for regulatory licenses and permits.
• Maintain regulatory compliance documentation.
• Support the preparation of reports to management and to regulatory bodies within set time targets.
• Coordinate with Management to Implement procedural modifications based on changes in local laws and regulations.
• Report regulatory compliance incidents to Management and in QUEST.
• Participate in external and internal regulatory audits and inspections and ensure all remedial actions are documented and closed in a timely manner.
• Advise management on corrective actions required.
• Help develop and provide awareness training to employees on processes for internal and external regulatory compliance requirements.

Specific Environmental Duties

• Liaise with local contractors and agencies regarding environmental programs.
• Assess local environmental risks and develop risk controls.
• Coordinate with Management and HSE to recommend changes to environmental procedures, work instructions and checklists as required.
• Monitor plans defining how the environmental aspects of the HSE Management System are implemented at the location level. Monitor and recommended improvements.
• Ensure compliance to Environmental policies, standards and procedures.
• Plan and assist in compliance audits and self-audits. Advise management on corrective action required.
• Coordinate environmental training of personnel, including contractors.
• Keep abreast of new documentation and training material related to environmental management and inform management accordingly.
• Ensure that environmental documentation is updated and available on site.
• Advise management on the compliance of the local environmental program with local and national requirements, and regulations.
• Support line management in investigations of environmental incidents.
• Maintain a high level of awareness among personnel through communications, training and promoting active involvement in environmental programs.

Specific Business/Operational Duties

• Implement best practices in facility operations to ensure a consistent professional image for the facility.
• Supervise local staff to optimize process and maximize efficiency.
• Ensure local Staff meet the standards, as well as the local, state, and federal regulatory requirements to ensure business continuity and safety.
• Implement quality control programs using LEAN methodology to standardize and optimize facility performance in line with the Global Facility Management strategy.

Onsite Explosive Safety Officer

• Ensure that possessed explosives are authorized by the license.
• Ensure that users of explosives are authorized by the license and are properly trained.
• Ensure that inventories of explosives are completed.
• Ensure that all explosives are stored in a storage facility appropriate for the type of material.
• Ensure that all explosives are properly transported.
• Complete a self-assessment of the facilities at least bi-annually.
• Maintain the records required, as detailed in STD 19 B.O.O.K.
• Implement all other components of the Explosives Safety Program not specifically mentioned above.
• Provide emergency and technical assistance, as needed.

Experience & Skills

Required Experience:

• Minimum 1 year in environmental waste

Regulatory Frameworks & Standards

• Candidates should be familiar with: EPA, TCEQ, ATF, Environmental waste management practices, TSDF experience/knowledge

Work Environment

• Remote (as in an isolated area, NOT a remote work opportunity), highly regulated site. The physical work location is 1129 FM 1776, Fort Stockton, TX 79735.
• 75% of work will be office-based (regulatory, compliance, documentation)
• 25% will involve hands-on support with the team, including manual labor and equipment operation (e.g., forklift operation, driving small pickup trucks around the site)
• Will have direct reports

4 10 hour days Overtime anticipated
