CDOC - Parole Case Manager (Denver)

The Parole Case Manager provides structured community-based case management and supervision to individuals released to parole who have been assessed as requiring low-level supervision based on the current Community Supervision Tool, demonstrated stability in the community, compliance with supervision requirements, and progress toward successful completion of parole. The position promotes successful community reintegration and public safety through evidence-based case management, individualized case planning, regular client contact, monitoring of conditions and Parole Board requirements, identification of changing risk and needs, connection to community resources, and timely intervention when concerns arise. Parole Case Managers work collaboratively with Community Parole Officers, supervisors, treatment providers, community partners, and other criminal justice professionals and supports the Division's graduated supervision model by matching supervision resources to assessed risk and need, promoting successful completion of parole. Job duties and responsibilities include but are not limited to: Managing an assigned caseload of individuals released to parole in accordance with statute, administrative regulation, Division policy, supervision standards, and evidence-based correctional practices. Conducting scheduled contacts with individuals under supervision and maintains required case contact standards based upon assigned supervision level and individual case circumstances. Develop, review, and update individualized case plans designed to address assessed criminogenic needs, reinforce protective factors, promote stability, and support successful completion of parole. Use motivational interviewing, effective communication, problem-solving, and other evidence-based practices to encourage behavioral change and increase individual accountability. Monitor compliance with conditions of parole, Parole Board directives, treatment requirements, employment or educational expectations, residence requirements, financial obligations, and other individualized supervision requirements. Review available information to identify changes in behavior, circumstances, risk factors, or needs that may require intervention or a change in the supervision strategy. Assist individuals in identifying and accessing appropriate community resources, including behavioral health treatment, substance use treatment, employment, education, housing, transportation identification documents, benefits, and other stabilizing services. Consult with supervisory staff and Community Parole Officers regarding cases requiring enhanced supervision or enforcement-related action. Maintain accurate, complete, and timely case records. Participate in case conferences, multidisciplinary meetings, training, quality-assurance activities, and other Division initiatives. Performs other duties as assigned. Minimum Qualifications Experience Only: Three (3) years of relevant professional experience conducting inmate intake, applying risk/need assessments (such as LSI, ORAS-CST, CTAP), drafting individualized case plans utilized evidence-based practices in a direct client-facing environment such criminal justice, corrections, probation/parole, case management, social services, behavioral health, community supervision, reentry services or closely related work Or Education and Experience: A combination of education in criminal justice, criminology, sociology, psychology, social work, human services, behavioral sciences, or another closely related field and experience as defined above equal to three (3) years Required Competencies Ability to manage an assigned caseload, prioritize responsibilities, maintain accurate records, and meet established deadlines and contact standards. Ability to interpret assessment information, recognize changes in risk or circumstances, identify concerns, and determine when supervisory consultation or transfer to a higher level of supervision is appropriate. Strong verbal and written communication skills with the ability to communicate clearly and professionally with individuals under supervision, coworkers, criminal justice partners, providers, and community stakeholders. Ability to establish professional rapport while maintaining appropriate boundaries, accountability, and expectations. Ability to use motivational interviewing, problem-solving, reinforcement, and other evidence-informed techniques to encourage positive behavior and long-term stability. Ability to recognize escalating situations, maintain professionalism, use appropriate de-escalation strategies, and seek assistance when circumstances exceed the position's authority or responsibilities. Ability to analyze information, exercise sound judgment, appropriately prioritize public safety concerns, and recognize matters requiring escalation. Demonstrated reliability, attention to detail, integrity, and responsibility for the quality and timeliness of assigned work. Ability to work effectively as part of a multidisciplinary supervision team and coordinate services with internal and external partners. Ability to manage changing priorities, diverse client needs, and evolving operational requirements. Ability to work respectfully and effectively with individuals from diverse backgrounds and circumstances. Exercise sound judgment, maintains appropriate professional boundaries, protects confidential information, and performs duties consistent with the mission and values of the Colorado Department of Corrections. Maintains professional working relationships with individuals under supervision, coworkers, treatment providers, community partners, law enforcement agencies, and other stakeholders. Self-control, a strong sense of ability to work in stressful, potentially violent situations. Ability to remain alert, emotionally stable, and mentally resilient under pressure and observant throughout their shift. Tolerance to stress, confinement, and high-stakes interaction. Ability to read and comprehend the English language. Ability to effectively communicate fluently in English both verbally and in writing. Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind. Preferred Qualifications Bachelor's degree in criminal justice, criminology, sociology, psychology, social work, human services, behavioral sciences; Experience working in probation, parole, corrections, community corrections, pretrial services, reentry, or another community-based criminal justice program; Professional case-management experience involving justice-involved or other high-needs populations; Training or experience in motivational interviewing, cognitive-behavioral interventions, or other behavior-change strategies; Experience coordinating behavioral health, substance use, housing, employment, educational, or other community-based services; Experience documenting case activity in an electronic case-management system; Knowledge of Colorado's criminal justice, corrections, parole, probation, or community-resource systems; Demonstrated ability to recognize changes in client behavior or circumstances and appropriately elevate cases requiring increased supervision or intervention. Colorado Revised Statutes require that state employees are hired and promoted through a comparative analysis which may include, but is not limited to, a suitability screening, Online Assessment, oral assessment, written performance assessment or it may include a review of your application material and your responses to any supplemental questions by a Subject Matter Expert (SME) to assess and rank applicants in order to establish an eligible list for referral to the hiring manager for final consideration. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment. Health care professionals must check their licensing requirements regarding marijuana use.
