At least 6 months of valid workauthorization Tentative Start Date 09/28/2026 Deadline 09/07/2026 Project Overview TheDepartment of Administration requires professional services to support thesuccessful delivery of strategic and tactical IT initiatives. The Contractorwill provide a Project Manager with strong business analysis capabilities tolead and support complex, multi-stakeholder technology projects from initiationthrough closure. The role will ensure clear requirements, well-defined scope,effective communication, and disciplined project execution. Theprimary objectives of this engagement are to deliver project outcomes on time,within scope, and within budget while providing expert-level project managementfor planning, scheduling, execution, risk mitigation, and reporting. Theengagement will also provide business analysis expertise to define and documentrequirements, assess impacts, and ensure solutions meet business needs. Projecttransparency will be improved through accurate documentation, dashboards, andeffective communication with leadership and stakeholders. The Contractor willreport to the Director of Admin IT or designated project executive and provideregular updates through established reporting mechanisms and recurringmeetings. Duties/Responsibilities: Project Management Responsibilities Lead end-to-end project delivery,including scope, schedule, budget, risk, quality, communication, andresource coordination. Develop and maintain project plans, RAIDlogs, communication plans, status reports, and executive updates. Manage cross-functional teams, includinginternal IT, vendors, SMEs, and agency partners. Facilitate work sessions to validatescope, requirements, and deliverables and maintain alignment with sponsorsand stakeholders. Identify risks and issues and recommendand implement mitigation strategies. Support procurement processes, includingRFPs, SOWs, vendor oversight, and procurement-related documentation. Ensure compliance with agency policies,security requirements, records management standards, and projectgovernance frameworks. BusinessAnalysisResponsibilities Leadstructuredrequirementselicitation,includinginterviews,workshops,journey mapping, processmodeling, and data analysis Documentclear,testablerequirements:business,functional,nonfunctional,userstories, and acceptance criteria. Definecurrent-stateandfuture-stateprocesses,workflows,anddataflows;quantify KPIs and business value. Translaterequirementsintosolutiondesignsincollaborationwitharchitecture,security, data, and infrastructure teams. Evaluatebuild-vs-buyoptionsandsupportcreationofdiagrams,models,andintegration patterns whenrequired. ChangeManagement&Adoption Developchangemanagementandcommunicationplans. CoordinateUAT,cutoveractivities,readinessplanning,andpost-launchsupport. Supportadoptionusingmetrics,userfeedback,andcontinuousimprovementloops Develop and maintain Project Chartersdefining project scope, objectives, stakeholders, and responsibilities. Create Requirements Documents and UserStories capturing business and functional requirements. Develop Process Diagrams and Data Flowsto document business processes and system interactions. Maintain Project Schedules and WorkBreakdown Structures (WBS) covering tasks, timelines, and milestones. Maintain RAID Logs and Decision Logs totrack risks, assumptions, issues, dependencies, and project decisions. Prepare Status Reports and Dashboards tocommunicate project progress and status. Develop Communication Plans tosupport effective stakeholder communication. Requirements Education and Certifications: Bachelor's degree in InformationTechnology, Information Systems, Business, or a related field, ORequivalent relevant professional experience. Minimum 5years'experiencemanagingIT, regulatory,compliance,orenterprise-levelinitiatives. Preferred Skills: Simultaneouslymanagemultiplework efforts Abilitytoidentify,map,andre-engineerbusiness processes. IntegratedMasterScheduleskills Additional Skills: Exceptional ability to translate technicalconcepts and SME knowledge into clear, concise, accurate, and usabledocumentation.
