Position Overview This position is responsible for the functional support of the PeopleSoft Human Capital Management (HCM) platform v9.2 Time and Labor Processing, Support and Payroll Processing. The ERP HCM Functional Analyst supports, analyzes, configures, and enhances PeopleSoft HCM applications to meet business and operational needs. The role partners with HR, Payroll, Time and Labor, and technical teams to deliver functional solutions, troubleshoot issues, and support ongoing ERP initiatives. Job Responsibilities Coordinate with end-users to understand business needs and requirements Assist in the analysis and design of PeopleSoft deliverables based on business requirements Create and support the generation of functional specifications Educate and advise Harris County staff on PeopleSoft HCM functionality, with emphasis on Human Resources, Time and Labor, Payroll, and Commitment Accounting Collaborate with technical teams to develop, test, and document enhancements and modifications Possess a strong blend of functional and technical knowledge, particularly in Time and Labor and Payroll for North America processing Identify underlying records and retrieve data on an ad‑hoc basis, as needed Ensure project deliverables meet business requirements Adhere to established methodology, controls, and quality standards Work independently with minimal supervision as well as collaboratively in a team environment Education Associate Degree or higher from an accredited college or university Master’s Degree from an accredited college or university Experience A minimum of seven (7) years of techno‑functional experience supporting Payroll and Time & Labor operations in PeopleSoft version 9.1 or above Experience with PeopleSoft Payroll for North America or similar ERP Experience working within the public sector Ten (10) years techno‑functional experience supporting PeopleSoft Time and Labor and Payroll Seven (7) years’ experience using PeopleSoft v9.2 or similar ERP Knowledge, Skills & Abilities Facilitate requirements meetings and accurately interpret business requirements Translate ERP business requirements into functional design documents Conduct independent research and analysis for system‑related proofs of concept Troubleshoot production issues using analytical tools and methodologies Apply knowledge of Software Life Cycle management and Change management methodology Map business processes and compare them to ERP best practices Work independently and collaborate with cross‑functional teams Possess excellent interpersonal, written, and oral communication skills Proficiency in Microsoft Office (Excel, Access, PowerPoint, Word) Proficiency in PeopleSoft Query and SQL writing Strong leadership skills Manage multiple assignments simultaneously Self‑starter with initiative Soft Skills Strong customer service and stakeholder management skills Excellent verbal and written communication Ability to work independently and collaboratively Strong attention to detail and organizational skills Problem‑solving and critical‑thinking capabilities Adaptability to changing priorities and business needs Location 1111 Fannin St | Houston, TX 77002 Work Arrangement Hybrid – exact hybrid schedule can be discussed with your direct manager.
