Director of FinanceThe Director of Finance serves as the financial leader of Hometown Health Center (HHC), a Federally Qualified Health Center (FQHC) committed to providing comprehensive, high-quality, patient-centered care to all members of our community regardless of ability to pay. Reporting directly to the Chief Executive Officer, the Director of Finance is responsible for the accuracy, integrity, and strategic direction of HHC's financial operations, including accounting, budgeting, financial reporting, and revenue cycle performance.The Director of Finance provides direct oversight of the Staff Accountant and Billing & Revenue Coordinator, ensuring compliance with Generally Accepted Accounting Principles (GAAP), HRSA financial reporting requirements, and applicable federal and state regulations. This leader serves as a key financial partner to the CEO, Board of Directors, and organizational leadership in driving fiscal sustainability, sound internal controls, and data-driven decision making aligned with HHC's mission, vision, and values.Essential Duties and ResponsibilitiesFinancial Planning & BudgetingDirects and coordinates the annual budget development process in partnership with the CEO and department leadership, ensuring alignment with strategic and grant priorities.Prepares financial forecasts and outlooks to support organizational planning and Board decision-making.Monitors and analyzes monthly operating results against budget, identifying variances and recommending corrective actions.Recommends and monitors benchmarks for measuring the financial and operating performance of departments and service lines.Accounting & Financial ReportingMaintains timely and accurate financial accounting records on the accrual basis, ensuring compliance with Generally Accepted Accounting Principles (GAAP).Prepares monthly financial statements and operational/statistical reports to track HHC's financial and organizational performance.Manages the preparation of the annual report of actual revenues and expenses, and supports the annual independent audit.Directs financial audits and implements recommendations for procedural and internal control improvements.Develops and maintains systems, policies, and procedures for financial transactions in accordance with professional accounting standards.Revenue Cycle & Billing OversightProvides direct oversight of the Billing & Revenue Coordinator, ensuring efficient and compliant billing, collections, and reimbursement processes across all payers.Monitors key revenue cycle metrics, including accounts receivable aging, denial rates, and collection performance, and leads improvement initiatives as needed.Ensures accurate and timely charge capture, coding compliance, and claims submission in coordination with clinical and operations leadership.Supports value-based care and alternative payment model reporting in collaboration with Community Care Partnership of Maine (CCPM) and payer partners.Compliance & Regulatory OversightEnsures compliance with local, state, and federal budgetary and financial reporting requirements, including HRSA Section 330 grant financial obligations.Supports preparation for HRSA operational site visits related to financial management and Federal Tort Claims Act (FTCA) requirements as applicable.Ensures compliance with sliding fee discount program financial policies and 340B drug pricing program financial oversight in coordination with organizational leadership.Maintains working knowledge of applicable federal and state financial regulations, including UDS reporting requirements.Leadership & Team ManagementRecruits, trains, supervises, and evaluates the performance of the Staff Accountant and Billing & Revenue Coordinator.Provides accounting policy orientation and ongoing professional development for finance department staff.Designs and maintains an organizational structure and staffing plan to effectively accomplish finance department goals.Participates as an integral member of the leadership team, contributing financial expertise to organizational strategy and decision-making.Strategic Financial PartnershipPartners with the CEO and Board Finance Committee to develop short- and long-range financial goals, objectives, and operating procedures.Prepares financial analysis to support contract negotiations, payer agreements, and capital investment decisions.Directs and coordinates debt financing and debt service payments with external agencies, as applicable.Serves as a key financial resource for grant applications, funder reporting, and capital campaign planning.Non-Essential Duties and ResponsibilitiesPerforms other duties as assigned.CompetenciesFinancial Acumen: Demonstrates deep knowledge of finance, accounting, budgeting, and cost control principles, including GAAP and healthcare-specific financial regulations.Analytical Rigor: Analyzes financial data to prepare accurate reports, statements, and projections that inform organizational decision-making.Revenue Cycle Expertise: Applies working knowledge of billing, collections, and reimbursement processes to optimize financial performance.Regulatory Acumen: Maintains current knowledge of HRSA financial reporting requirements, UDS measures, and applicable federal/state compliance standards.People Leadership: Develops, motivates, and retains high-performing finance staff; This role requires the ability to manage competing priorities, maintain accuracy under time pressure, and exercise sound judgment on sensitive financial matters.Qualifications Needed for PositionEducationBachelor's degree in Accounting, Finance, or related field required.CPA (Certified Public Accountant) or CMA (Certified Management Accountant) certification preferred.ExperienceMinimum of 5-7 years of progressive accounting/finance experience, including budget development and reporting, general ledger, accounts payable/receivable, and annual audit required.Supervisory experience required.Experience in a Federally Qualified Health Center (FQHC), community health center, or physician practice setting strongly preferred.Working knowledge of healthcare revenue cycle management, HRSA financial reporting requirements, and value-based care payment models preferred.Skills & AbilitiesExcellent written and verbal communication skills, including the ability to present financial information to the CEO, Board, and staff.Strong analytical skills with advanced proficiency in Excel and financial/accounting software systems.Demonstrated ability to lead a team, manage multiple projects, and meet deadlines in a fast-paced environment.High level of professional judgment and discretion in handling confidential financial
