Program Description The Frederick National Laboratory is operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases. Within Leidos Biomedical Research Inc., the Clinical Research Directorate (CRD), various clinical support teams provide high-quality comprehensive and strategic operational support to the high-profile domestic and international clinical research initiatives of the National Cancer Institute (NCI), National Institute of Allergy and Infectious Diseases (NIAID), Clinical Center (CC), National Heart, Lung and Blood Institute (NHLBI), National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), National Center for Advancing Translational Sciences (NCATS), National Institute of Neurological Disorders and Stroke (NINDS), the National Institute of Mental Health (NIMH) and the National Institute of Environmental Health Sciences (NIEHS). CRD’s support services are strategically aligned with the program’s mission to provide comprehensive, dedicated support to assist National Institutes of Health (NIH) researchers in providing the highest quality of clinical research in compliance with applicable regulations and guidelines, maintaining data integrity, and protecting human subjects. For the scientific advancement of clinical research, CRD services include comprehensive clinical trials monitoring, regulatory, pharmacovigilance, protocol navigation and development, and programmatic and project management support for facilitating the conduct of 400+ Phase I, II, and III domestic and international trials on a yearly basis. These trials investigate the prevention, diagnosis, treatment of, and therapies for cancer, influenza, HIV, and other infectious diseases and viruses such as hepatitis C, tuberculosis, malaria, and Ebola virus; heart, lung, and blood diseases and conditions; parasitic infections; rheumatic and inflammatory diseases; and rare and neglected diseases. CRD’s collaborative approach to clinical research and the expertise and dedication of staff to the continuation and success of the program’s mission has contributed to improving the overall standards of public health on a global scale. The Clinical Research Directorate (CRD) provides quality Physician Assistant and/or Nurse Practitioner clinical research services in support of the overall functions of the Laboratory of Infectious Disease (LID) Medical Virology Section, Division of Intramural Research (DIR), National Institute of Allergy & Infectious Diseases (NIAID). THIS POSITION CAN BE HIRED AS EITHER A NURSE PRACTITIONER III OR A PHYSICIAN ASSISTANT III Key Roles/Responsibilities Assists with screening of participants for eligibility using protocol specific inclusion and exclusion criteria Assists in preparation and execution of informed consent process for those individuals who meet inclusion criteria Works with a multidisciplinary clinical team providing comprehensive inpatient and outpatient healthcare to patients with infectious diseases, primarily viral infections, as well as primary immunodeficiency and other disorders of immune function in a clinical research environment. Works with a multidisciplinary clinical and research team providing comprehensive clinical care and study support to healthy volunteers participating in vaccine and other clinical research protocols. Provides medical evaluation for subjects in clinical trials in collaboration with the principal investigator and other members of the research team Reviews and summarizes outside medical records, obtains medical histories, performs physical examinations, and monitors the medical status of subjects participating in research protocols. Provides assessments of acute and non-acute clinical problems and toxicities Provides documentation and monitoring/grading of side effects related to a variety of study interventions. Orders the appropriate research-related testing/treatment and interprets results obtained from diagnostic tests and laboratory studies Provides patient and staff education Establishes rapport and provides support to patients and families coping with complex medical conditions and chronic illnesses. Participates in clinical rounds and meetings/conferences relating to study protocols and research Completes in-depth documentation through written progress notes and communication. Participates in the collection of data as required by the protocol. Assists with subsequent organization and assessment of the data from participants for development of scientific manuscripts and publications Maintains clinical competence in an area of specialty practice Ensures compliance with applicable licensure/certification requirements, applicable healthcare standards, governmental laws, and regulations as well as policies, procedures, and philosophy in nature Ability to assume administrative responsibilities as needed and assigned Position is located at the National Institutes of Health Clinical Center located in Bethesda, Maryland Basic Qualifications Possession of Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency A Physician Assistant applicant must be a graduate from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the Secretary, U.S. Department of Education. Must have successfully completed the National Commission on Certification of Physician Assistants (NCCPA) examination. Must have Maryland State Board eligible A Nurse Practitioner applicant must possess a degree/diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Must have active, current registration as professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Must have appropriate certification issued by the appropriate certifying body the American Academy of Nurse Practitioners (AANP), or the American Nurse Credentialing Center (ANCC) as a Nurse Practitioner. Must have Maryland State Board eligible All applicants: Eligibility includes documentation of a pending Maryland license Foreign degrees must be evaluated for U.S. equivalency In addition to educational requirements, a minimum of five (5) years of progressively responsible nurse practitioner experience or relevant physician assistant experience Ability to communicate effectively and work collaboratively as part of a multidisciplinary team, establishing and maintaining positive relationships with medical staff at all levels. Excellent organizational and time management skills Knowledge of relationships between diseases, health assessment, counseling, diagnostic testing procedures, broad base clinical areas such as pathophysiology, psychosocial theory, pharmacology, and primary medical management practices Ability to conduct studies according to established Good Clinical Practice (GCP) as defined by the Food and Drug Administration (FDA) within the Standard Operating Procedures (SOPs) and the Clinical Center’s Administrative Policies of the operational clinic Ability to work on-site during regular clinic hours Monday - Friday, excluding Federal holidays Ability to obtain and maintain a security clearance Preferred Qualifications Working knowledge of International Conference on Harmonization/Good Clinical Practices (ICH/GCP) guidelines, clinical research concepts, ethics, processes, and clinical protocol implementation Basic knowledge of standard clinical research protocols and procedures Prior experience supporting clinical trials in a research setting, particularly investigational new drug (IND) studies. Prior clinical experience with infectious disease and/or immunology NPs credentialed to provide care across the lifespan (pediatric and adult populations), and PAs with comparable training and clinical experience
