Senior EEO Investigator - Telework Hybrid

Job Description and Duties

This position is located at the DMV Headquarters in Sacramento.

Under direction of the Equal Employment Opportunity Officer (Manager I), the Analyst is responsible for assisting with implementation, evaluation and continual development of the Department's EEO Program, policies and procedures. Analyst responsibilities include assisting managers and supervisors to understand and appropriately apply EEO policies, laws and rules; counseling employees on options for addressing EEO concerns; conducting EEO discrimination complaint investigations, collecting and analyzing evidence, drafting factual investigation reports and related correspondence; conducting outreach; and assisting with activities to ensure EEO training is provided to DMV employees. Analysts may also be assigned special projects or program coordination assignments, and may represent the Department and the Office of Civil Rights and Resolution Office at a variety of internal or external events or meetings.

Working Conditions

Part-time telework available. Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. The Office of Civil Rights and Resolution (OCRR) is seeking a skilled, detail-oriented, and dependable professional to join our team. Under the general supervision of the Equal Employment Opportunity (EEO) Officer, the Analyst III investigates the most complex and sensitive EEO complaints filed in accordance with state and federal laws. Core responsibilities include: • Collecting and analyzing evidence, conducting interviews, and preparing thorough investigative reports and correspondence for management review and final approval. • Debriefing leadership on investigation findings, preparing formal responses to external compliance agencies or advocacy organizations, and serving as a subject matter expert in administrative hearings and legal proceedings. • Providing guidance and training to less experienced investigators on fact-finding processes and best practices, as well as developing and delivering formal presentations on EEO topics. • Counseling team members and leaders on EEO policies, advising on informal resolution options for workplace conflicts, and reviewing legislation to ensure OCRR policies remain up-to-date. Work hours will be Monday – Friday 8:00 AM – 4:30 PM; occasional travel may be required.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Three or more years of experience conducting complex workplace, administrative, personnel, regulatory, or EEO-related investigations; expertise in collecting/analyzing evidence, interviewing witnesses, and writing comprehensive investigative reports; ability to interpret and apply complex laws, rules, procedures, and standards; strong conflict-resolution skills and ability to counsel management on sensitive matters; proven experience developing and delivering presentations or training; ability to maintain strict confidentiality and build cooperative working relationships.
