Family Services Specialist IIThis is the experienced, journey-level position in the Family Services Specialist classification. Employees work under general supervision handling routine to mid-complexity casework across Adult/Adult Protective Services, Child Protective Services, and Foster Care/Adoption. Casework is periodically reviewed by a supervisor before case actions are implemented — distinguishing this role from the more independent FSS III.Key responsibilities include:Interpret and apply laws, policies, and regulations across CPS, APS, and/or Foster Care/Adoption program areasConduct off-site visits to clients' homes, schools, and service provider locations; occasional overnight travel requiredInterview and assess client strengths, needs, education/skill levels, and support systemsProvide crisis intervention services and administer standardized assessment instrumentsConduct family finding, home studies, and facilitate Family Partnership meetingsDevelop and implement service plans; present cases to determine appropriate servicesProvide court testimony and prepare related documentationMonitor program compliance, track expenditures, and submit budget estimatesCoordinate with interagency and multi-disciplinary teams serving clientsProvide after-hours on-call emergency coverage; assist with emergency shelter setup as neededQualifications include:Minimum Bachelor's degree in a Human Services field, or any Bachelor's degree plus 2+ years of relevant human services experienceBSW/MSW and a Virginia Social Work license preferredValid driver's license with a safe driving record required; must reside within a 1-hour commute of Winchester within 90 daysBilingual English–Spanish preferredWork conditions include:At least 50% of work performed in the field in varying conditionsFrequent travel, occasional overnight stays, and rotating on-call nights/weekends requiredLight physical effort required (up to 2Each agency within the Commonwealth of Virginia is dedicated to recruiting, supporting, and maintaining a competent and diverse work force.
