Human Resource Specialist

ASRC Federal Facilities Logistics supports federal staffing that requires speed, accuracy, and compliance. This Human Resource Specialist role manages an end-to-end talent acquisition lifecycle for a customer, with a clear focus on federal staffing regulations and expedited hiring authorities. The role is located in Washington DC (onsite). Responsibilities Develop and post job announcements using Delegated Examining Unit (DEU) and Merit Promotion (MP) channels, managing submissions and workflow through USA Staffing and USA Jobs . Conduct job analysis reviews, perform applicant assessments, and adjudicate eligibility and qualifications. Apply Veterans' Preference and ensure all hiring actions comply with OPM regulations and merit-system principles . Advise management on hiring flexibilities and special authorities to accelerate recruitment timelines, including Direct Hire , VRA , Schedule A , and Schedule B . Generate hiring certificates, process personnel actions, and track timelines across recruitment phases to prevent pipeline slowdowns. Use deep knowledge of DEU Certification to streamline candidate selection for specialized law enforcement roles. Requirements Minimum : High School Diploma (HSD) or equivalent with 5 years of related experience, or a bachelor's degree in a related field with 1 year of experience. Demonstrated experience with USA Staffing , USA Jobs , and OPM assessment tools . Strong understanding of Delegated Examining (DE) procedures and Schedule B Hiring Authority . Proven track record conducting job analyses and eligibility adjudications . Ability to provide clear, actionable guidance to hiring managers regarding workforce flexibilities and special hiring authorities. Federal government HR related experience required . Obtain and maintain the required security clearance or other authorization(s) within the timeframe specified by applicable contracts.
