Leaves Analyst

The Department of Public Health (DPH) seeks a collaborative and customer-focused Leaves Analyst to fill a Special Duty Assignment (SDA) or Short-Term Temporary (STT) role to provide critical support for employees seeking protected leave. The assignment is anticipated to last approximately four (4) months , with the possibility of extension based on business and operational need. Position Summary In support of Public Health’s Employment & Leaves Team, the Leaves Analyst will serve as a subject matter expert in the administration of the Family Medical Leave Act (FMLA), King County Family Medical Leave (KCFML), and other protected leave programs. Background The Human Resources Section falls under the Office of the Director (ODIR) and is responsible for Employment and Leaves; Leadership Development and Employee Engagement; and Employee and Labor Relations. Public Health – Seattle & King County ("PHSKC” or “Public Health") is the Public Health Department for King County, Washington which includes 39 cities, including the City of Seattle, and unincorporated areas. Public Health is one of the largest metropolitan health departments in the United States with over 1,700 employees. With a biennial budget of nearly $1 billion, the department serves approximately 2.3 million people of King County who reside in urban, rural, shoreline, foothill, and mountain communities with distinct environments and unique public health needs. We operate primary care, dental, sexual and reproductive health, parent child health, and other health care-related services throughout King County across 40 sites and mobile clinics. King County is an international port of entry, welcoming nearly 40 million visitors annually. Over 100 languages are spoken by King County residents. Work Schedule The typical work week is Monday through Friday, 8:00am – 5:00pm; 40 hours per week. This position is designated as non-exempt under the regulations of the Fair Labor Standards Act (FLSA) and is eligible for overtime. Our employees are paid on a bi-weekly schedule, every other Thursday. Work Location The primary onsite location is Chinook Building located at 401 Fifth Avenue, Suite 1000, Seattle, WA 98104 and work is perform in a hybrid environment. Teleworking Requirement The HR team works in a hybrid of remote and onsite work, requiring work in the office at least three days a week. Travel to other work locations, campuses, and community events may be necessary. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Hybrid work schedules and/or work locations are subject to change based upon operational necessity. Provide consultation on the administration of leaves in accordance with the federal Family Medical Leave Act, King County Family Medical Leave ordinance, and other federal, state, and local leave laws and statutes. Perform case management duties in a high-volume environment for employees who need leave assistance. Administer Family Medical Leave Act (FMLA), King County Family Medical Leave (KCFML), Paid Parental Leave (PPL), Paid Family Medical Leave (PFML), and other protected leaves, including analysis of supporting documentation, eligibility determinations, and case management through the leave cycle. Provide consultation to employees on specific human resources programs, policies, and procedures related to leave administration, including interpretation and application of regulations and labor contract provisions. Track leave usage and coordinate with payroll to ensure accurate time coding; partner with Central HR and the Benefits as necessary. Process Personnel Change Notices (PCNs) to reflect updates to leave status. Communicate regularly with employees and their supervisors regarding current leave status. Perform other general tasks and HR functions that support the Leave Administration Team, including coordination with Disability Services on requests for reasonable accommodations. Manage the leaves inbox and provide excellent customer service by responding to inquiries in a timely manner. Provide training to employees and managers on standard processes, roles and responsibilities, and approaches to leave administration. Use Microsoft Word, Excel, SharePoint, NEOGOV, and PeopleSoft to create and maintain documents, spreadsheets, tracking tools, and records. Support process improvements and ensure accurate and organized information to respond to variety of leave inquiries. Other duties as assigned. Minimum Qualifications Experience in human resources managing protected leaves and workplace accommodations; OR an equivalent combination of education and experience necessary to perform the scope of job duties. Other Qualifications Knowledge of federal, state, and local employment laws and regulations. Experience interpreting and applying FMLA, ADA, FLSA, Title VII, and applicable WAC, RCWs, and other applicable rulings. Knowledge of policies and procedures related to leave administration, including the interpretation and application of regulations and labor contract provisions. Strong oral and written communication skills, with the ability to adapt style to communicate effectively across all levels of the organization. Demonstrated skill and sensitivity in working with others from diverse backgrounds. Ability to build relationships, collaborate, and problem-solve effectively in a team-oriented environment. Commitment to providing a high level of service while adapting to shifting priorities and operational needs. Strong critical thinking and problem-solving skills, with the ability to manage complex issues using professionalism and sound judgment. Experience providing training to various levels of employees within an organization. Demonstrated organizational and time-management skills to proficiently prioritize tasks and meet deadlines. Proficiency with Microsoft Word, Excel, SharePoint, NEOGOV, and PeopleSoft. Desirable Qualifications Experience working in a unionized environment.
