WATER SUPERINTENDENT

City of Maitland

Job Overview Responsible for the efficient operation of the entire water supply system from source to tap. This role involves managing water treatment, water distribution facilities and processes while ensuring compliance with health and safety standards in accordance with federal, state, and local government’s acts, laws, ordinances, policies, and practices. Exercises independent judgment, discretion and initiative to maintain and operate water treatment and distribution systems. Performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City’s water treatment facilities and distribution system. Working Supervisor expected to perform work in the field when required. Work involves the direction and coordination of divisional administrative functions such as the development of operating budgets and related reports, development and/or revision of procedures, supervision of staff involved in water treatment and distribution systems and facilities. Works under the general direction of the Public Works Director or assigned designee. This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned. Minimum Qualifications Graduation from an accredited college or university with Associate’s of Science in Water Management, Environmental Science, or related field or seven (7) years of experience in a progressively responsible professional position in the operation, maintenance, construction and repair of water systems, including the operation of related maintenance equipment or an equivalent combination of education, training, and experience. Experience must include at least three (3) years of supervisory experience. Possess and maintain a Florida Department of Environmental Protection, Drinking Water Treatment Plant Operator License Class "B" issued by the State of Florida. Possess a Florida Stormwater Erosion and Sedimentation Control Inspector Certification or obtain within one (1) year of employment. Possess and maintain a valid Florida Driver's License. Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and IC-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your supervisor. Responsibilities Perform highly responsible technical work in the operation and maintenance of the water treatment facilities. Effectively operate facilities while ensuring compliance with all applicable Florida Department of Environmental Protection (FDEP) regulations, Florida Administrative Codes, laws, standards, procedures and permit requirements preventing adverse environmental impacts. Prepare and submit monthly, quarterly, and annual reports to various governmental agencies. Maintain required daily Plant Logs, Equipment Data Logs, Process Control records and monthly Operating Reports. Develop and implement maintenance schedules and procedures. Ensure accurate record-keeping of water usage and maintenance activities. Conduct daily operation checks of water plants and oversee water quality testing and monitoring with daily laboratory tests for water treatment facilities. Adjust water plant process controls to maintain optimum treatment capabilities. Collect water samples and submit for testing of bacteria and other testing requirements to comply with Florida Department of Environmental Protection regulations. Take samples of process fluid (i.e., effluent, influent, finished water, etc.) at various stages in the treatment and collection/distribution processes, preserve samples in accordance with standard practice for parameter involved, and deliver samples to laboratory. Interpret results with supervisor to determine effectiveness of treatment processes. Record results in logs and/or spreadsheets. Manage emergency response to water supply disruptions or contamination. Responsible for routine adjustments to controls and taking corrective actions necessary for consistent water delivery in conformance with operating directives, Original Equipment Manufacturer (OEM) instructions, prescribed standards, and contractual requirements under State of Florida Administrative Code and Federal Regulations. Repair and maintain electric motors, pumps, and chlorination and corrosion injection equipment. Remove, repair, and install plant meters and conduct pressure tests. Inspect plant equipment and machinery to determine that all machinery is operating properly. Adjust control devices of processes, manually and/or remotely by Supervisory Control and Data Acquisition (SCADA), to provide effective treatment. Operate valves and other mechanical equipment. Inspect and adjust treatment plant equipment, such as chemical feed systems, and related equipment. Inspect records, meters and make adjustments to process based on recorded information in accordance with operating instructions. Enter data in handwritten and/or computerized logs for equipment run time, total flow/use of liquids and chemicals, process adjustments or modifications, deviations from normal conditions, and calibration/repair work. Complete required regulatory calibration/repair logs accurately and within time requirement. Inspect facility fencing, tanks, buildings, and equipment to maintain proper level of security and verify no indication of attempted or actual security breach. Change/replenish chemicals in feed equipment. Maintain awareness of safe work practices and City safety policies, including the City’s Process Safety Management and Risk Management Programs. Drive to and from job locations, carrying hazardous materials. Utilize computerized maintenance system software (CMMS) to enter work orders for all repairs, to record troubleshooting and repair methods, and close out completed work. Through the CMMS, maintain updated equipment list (serial numbers, manufacturer, model, etc.) as equipment is added, deleted, or modified. Manage and supervise staff, provide instructions, training, support and performance evaluations to Water Division employees. Educate water employees in the proper operation and maintenance of water treatment facilities. Coordinate activities between Plant Operators work distribution. Act as an intermediary between the water division, management, city departments/divisions and external agencies. Supervises, instructs and assists assigned crews in installing new water lines, installing and relocating fire hydrants and meters, and maintaining the existing water supply, treatment and distribution systems. Inspects and supervises the repair of chlorine equipment, booster pumping stations, meters, and treatment plant appurtenances at frequent intervals to ensure that all aspects of the systems are functioning properly. Prepare and post in advance shift schedules (including on-call schedules) to ensure proper staffing requirements, weekly shift coverage and notify supervisor immediately of any deficiencies. Plan schedules and implements maintenance, operation and construction activities designed to provide quality water service for the city. Provides recommendations to the assigned personnel in calculating, analyzing, and planning the city’s water treatment and distribution requirements. Determines effective use of resources and cost of water production and distribution; oversees construction and maintenance work to determine acceptability and conformance standards. Coordinate tasks/activities including chemical ordering, work orders, etc., in a timely manner. Monitor electronic/handwritten logs and ensure accuracy of data. Prepares monthly/quarterly performance measures. Monitors divisional expenditures and prepares financial reports and summaries. Prepares and submits the division’s annual operating budgets in support of the Department budget preparation and purchase planning needs. Participates in short and long-term planning of capital improvement and capital equipment needs; makes recommendation based on the need to replace current city vehicles and equipment. Supervise contractors in the maintenance and repair of water plant facilities. Oversee construction and maintenance work to determine acceptability and conformance to standards. Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of water systems and other department facilities. Submits requisitions for supplies for the Water Division and maintains a variety of records relating to personnel, equipment, supplies, and water treatment and consumption reports. Advises the Public Works senior staff and other city officials in matters relating to division activities; provides educational information to various civic, school and public groups and individuals regarding water treatment and distribution problems and services. Ensures that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies from the storeroom. Responds to complaints regarding water leaks, pressure loss or no water; evaluates situation, determines if liability lies with the city or the property owner; explains findings to property owners and notifies appropriate water and wastewater collection crew if necessary. Check water in homes and businesses for odor, color, chemical residuals, and pressure. Contacts residents and business owners in area where services will be discontinued and explains when services will be shut off and how soon services will be turned back on. Inspects and assists in the control and use of supplies and equipment used in the maintenance, construction and repair of water lines and other division facilities to ensure that all equipment is in proper working order. Oversee and coordinate the location of Maitland utility systems for water. Analyzes and projects the needs of the city for equipment and materials for completion of working projects. Will maintain availability for irregular or occasional work on a day when no work is scheduled, or at a time which requires the employee to return to the place of employment from an off-duty status. Maintain high levels of personal and professional integrity promoting core values and accountability throughout the organization. Work towards maintaining the Water Division team’s capacity and flexibility to respond to fluctuating workflows while achieving positive outcomes for the Public Works Department to promote teamwork and efficiency within the utilities’ operations. Attend seminars and workshops related to duties and responsibilities. Provides back-up to other related positions as needed. Prepares general correspondence. Complete forms, write reports. Participate in operations/maintenance cross-training with the Water Distribution Division. Operates a variety of power construction and maintenance equipment used in the Water Division. Serves on various committees as assigned. Performs all other duties as assigned. Preferred Qualifications Possess and maintain a Florida Department of Environmental Protection, Water Treatment Operator’s License, Class “A” issued by the State of Florida. Knowledge of current Florida Administrative Code and Florida Department of Environmental Protection regulatory requirements regarding the provision of safe drinking water for a Public Water Supply System. Extensive experience in water system operations and management. Strong understanding of water treatment processes. Knowledge of construction, assembly, adjustment, operation and maintenance of a wide variety of water pumps, electrical motors, and chlorination and corrosion equipment. Have considerable knowledge of water treatment practices and Florida Department of Environmental Protection rules and regulations. Knowledge of occupational hazards and safety precautions of the work environment. Ability to work under pressure and handle emergencies effectively. Knowledge and understanding of stormwater Best Management Practices and National Pollutant Discharge Elimination System (NPDES) stormwater permit requirements. Ability to interpret Federal, State & Local Regulations. Advanced problem-solving and analytical skills to evaluate and adjust treatment procedures to meet requirement of volumes to be treated. Ability to maintain accurate records and prepare clear and concise reports of plant operations. Thorough knowledge of equipment, facilities, materials, methods and procedures used in public water supply and distribution systems. Ability to read and interpret water meters and gauges, blueprints, and construction drawings. Knowledge of operation and use of motorized vehicles, small and heavy equipment. Skill in use of detection devices. Experience in managing staff and resources. Ability to guide, direct, organize and supervise the activities of employees, various crews performing construction and maintenance work. Ability to communicate effectively, verbally and in writing, and ability to establish and maintain effective working relationships with employees, other divisions, other departments and the public.
