This position is responsible for developing and executing recruitment strategies to attract, assess, and hire highly qualified technology professionals who support VRS's business and operational objectives. The Human Resources Analyst – Technical Recruiter serves as a strategic talent partner to hiring managers and technology leaders, providing expertise throughout the full recruitment lifecycle. The position will develop a strong understanding of technical roles, translate business and technology requirements into effective recruitment strategies, identify and engage qualified candidates, and ensure a positive and equitable candidate experience. The successful candidate will combine strong human resources and recruiting expertise with the ability to understand and communicate about technology disciplines, including software development, data and analytics, cybersecurity, cloud and infrastructure, enterprise applications, information security, and related technical functions. Key Responsibilities Technical Recruiting Manage full-cycle recruitment for professional and highly specialized technical positions, from intake and sourcing through selection, offer, and onboarding. Partner with hiring managers and technical subject-matter experts to develop clear, accurate, and market-informed job descriptions and position requirements. Develop targeted sourcing strategies for difficult-to-fill and highly competitive technology positions. Identify, research, and engage qualified candidates through professional networks, recruiting platforms, industry communities, referrals, universities, and other appropriate sources. Review resumes and applications and conduct initial candidate assessments to evaluate qualifications, technical experience, career progression, and alignment with position requirements. Develop an understanding of technical concepts and terminology sufficient to effectively assess candidates and communicate with technology professionals and hiring managers. Coordinate technical interviews and selection processes and provide hiring managers with timely, objective candidate information. Monitor recruitment activity and proactively identify barriers to attracting qualified technical talent. Hiring Manager Partnership Serve as a trusted recruiting advisor to VRS managers and leaders throughout the hiring process. Conduct recruitment intake meetings to understand organizational needs, technical requirements, team structure, and desired candidate profiles. Advise hiring managers regarding sourcing approaches, candidate availability, recruitment timelines, compensation considerations, and competitive talent-market conditions. Consult with managers on appropriate selection criteria and structured interview practices. Provide regular recruitment updates, market insights, and recommendations to hiring stakeholders. Help hiring managers distinguish essential technical competencies from preferred qualifications to broaden and improve candidate pools where appropriate. Required Qualifications Bachelor's degree in human resources, business administration, organizational development, information technology, or a related field, or an equivalent combination of education and relevant experience. Experience conducting full-cycle recruitment, preferably including recruitment of information technology or other highly specialized professional positions. Demonstrated ability to partner effectively with hiring managers and business leaders. Experience sourcing candidates using multiple recruiting channels and technologies. Strong interviewing, candidate assessment, communication, and relationship-management skills. Ability to understand technical job requirements and evaluate candidates against defined technical and professional competencies. Strong analytical and organizational skills, including the ability to interpret recruitment data and make data-informed recommendations. Demonstrated ability to manage multiple searches and priorities in a deadline-driven environment. Strong written and verbal communication skills. Proficiency with Microsoft Office and human resources or applicant-tracking systems. Preferred Qualifications Experience recruiting software engineers, developers, data professionals, cybersecurity professionals, infrastructure or cloud engineers, IT project managers, enterprise application professionals, or other technology specialists. Experience recruiting within a government, public-sector, financial-services, pension, retirement, insurance, or other highly regulated environment. Familiarity with technical recruiting and sourcing tools, professional networking platforms, and applicant tracking systems. VRS' Hybrid Work Schedule: Currently, VRS' hybrid work schedule is three days onsite (Tuesday, Wednesday and Thursday) and two days remote (Monday and Friday).
