The Technology Services department is looking for an individual with the experience and education to ensure Douglas County can meet its strategic cybersecurity goals. The Cybersecurity Administrator plays a crucial part in protecting the mission critical networks and systems across Douglas County departments. The role serves as a frontline defense, ensuring the security of systems by developing and monitoring strategies to protect against vulnerabilities, responding effectively and efficiently to incidents and urgent problems, and serving as a key resource in training staff in cybersecurity best practices. Primary Objectives
Under limited supervision, responsible for the design, development, and maintenance of the organization's cybersecurity infrastructure, with a focus on protecting mission-critical IT systems. This role involves performing highly technical work, including the configuration, design, and architecture of complex security solutions. Develops, plans, and coordinates the implementation and support of these solutions, ensuring high availability and adherence to industry best practices, requirements, and compliance standards. This position also supports the Chief Technology Officer in the overall development, enforcement, and implementation of relevant policies and procedures; performs work as apparent or assigned.
This is a safety sensitive position and is subject to random and pre-employment drug and alcohol screening.
Primary Duties And Responsibilities
- Oversees the design, procurement, implementation, and maintenance of County mission critical networks and systems with a primary focus on ensuring their security and protection against vulnerabilities and cyber threats. This includes managing the full lifecycle of these systems to guarantee their reliability and performance.
- Audits and manages the security posture of networks, systems, applications, and software services across the County-wide enterprise, ensuring their protection, integrity, and availability.
- Troubleshoots technical issues, evaluates technical data and develops recommendations for improvements within the domain, responds to incidents and contributes to solution design.
- Provides timely and effective support for urgent problems, ensuring minimal disruption to operations, including incident response to critical issues and emergencies.
- Designs and implements a cybersecurity education strategy for the organization, incorporating regular staff training, ongoing awareness campaigns through webinars, and the development of cybersecurity policies.
- In collaboration with the Chief Technology Officer, develops a comprehensive strategic plan outlining the IT cybersecurity posture, incident response, disaster recovery, and continuity of operations.
- Develops and applies robust hardening strategies across network firewalls, maintains interconnects, and detection and response systems to mitigate advanced threats.
- Builds and manages user permissions, role-based access controls (RBAC), multi-factor authentication (MFA), and identity lifecycle processes.
- Conducts regular vulnerability scans, assesses risk, and ensures timely patching and remediation.
- Evaluates cybersecurity risks and recommends improvements based on threat intelligence, emerging technologies, and best practices.
- Represents the County with dignity, integrity and a spirit of cooperation in all relationships with staff and the public.
- Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.

- Position requires a Bachelor's degree in Information Technology, Computer Science, or a closely related field and five (5) years of experience in enterprise systems, software management, strategic planning, project management; OR an equivalent combination of education, training and experience.

- Work is generally in a moderately noisy location (e.g. business office, light traffic).
- Work frequently requires working near moving mechanical parts; occasionally requires exposure to fumes or airborne particles and exposure to the risk of electrical shock.
- Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
- Employment is contingent upon successful completion of background/screening.
