POSITION SUMMARY
This role deals with regulations, water and sewer pipe flow and capacity modeling, design review, and project/construction management. It is an advanced professional and administrative position with work of more than average difficulty, involving managing, designing, reviewing, and inspecting various types of development and municipal public works utilities projects within the City. This is professional and administrative work that includes the planning, design, and construction of capital improvement projects as well as oversight of a wide variety of projects. This position supports managing and inspecting engineering construction projects or transportation and mobility projects within a City Department. A major emphasis is monitoring the work of engineering and architectural consultants and contractors engaged in the design and construction of a wide variety of projects.This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.
This is a Management Category III position which includes six (6) additional Management Vacation Days and a Vehicle Allowance of $250/month.ESSENTIAL JOB FUNCTIONS

Utility Modeling Responsibilities:- Review permit applications, engineering plans, detailed specifications, and shop drawings for water, wastewater, and storm drainage related work to ascertain that the design meets city and all applicable governing standards; calculate permit fees and bonding fees; and prepare and maintain records and logs of the permit desk.
- Perform water and sewer system modeling for various projects to verify viability of proposed designs and to determine what infrastructure upgrades may be required to support a proposed design.
- Monitor existing utility infrastructure capacity and aid in the programming of capital improvement projects to ensure existing City utility infrastructure has sufficient capacity to support continued population growth.
- Provide capacity analysis for water and wastewater systems using modeling software.
- Provide technical information and guidance, identify and address design issues pertaining to land development, water and wastewater utility construction, surface water management, roadway improvements, and other public/private improvements.
- Prepare required designs, specifications, estimates, and technical reports for special projects; prepare reports, memorandums, and related correspondence pertaining to contract and regulatory compliance.
- Provide input for developing/modifying City code provisions, engineering standard details, and standard specifications. Propose solutions for problems of design, construction, or maintenance of municipal public facilities; prepare reports and make recommendations relating to infrastructure project design and construction activities.
- Provide direction to consultants, contractors, City departments and staff, and other appropriate stakeholders to ensure effective communication is maintained with all parties from design of a project through construction and completion.
- Work with inspectors to ensure construction work is performed on schedule and in accordance with permit requirements and in compliance with established design, specifications, and contract agreements.
- Respond to inquiries from the public concerning drainage, utilities, and other engineering-related matters.
- Performs related work as required
- Manages engineering and architectural consultants and contractors during the design and construction of various projects; ensures projects are completed on time, on budget, and with quality assurance
- Prepares, negotiates, executes, and manages task orders for professional consultants and contractors
- Prepares and oversees the preparation of Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements
- Provides analysis, evaluation, and recommendation for award of contract; prepares projects for bid, including reviewing of plans, specifications, and estimates
- Reviews and approves contractor and consultant pay requests and invoices
- Develops and monitors project scope, budget, and schedule
- Prepares reports for upper management and stakeholder information
- Provides technical information and guidance on municipal projects; resolves project related issues
- Prepares required municipal, state, and federal reports for various construction projects; prepares reports, memorandums, and related correspondence; and coordinates related permits to ensure contract and regulatory compliance
- Produces construction documents and specifications
- Coordinates with other City departments, external agencies and applicants on projects
- May conduct studies, compile and analyze transportation planning and traffic engineering project data and prepare a comprehensive transportation planning program
- May review traffic operational and safety study analysis, traffic calming implementation, maintenance of traffic plan review, traffic investigations and signing, pavement marking and signalization modifications to the existing road network
- Drafts commission memorandum for Commission Approval
JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT
MINIMUM JOB REQUIREMENTS
- Bachelor's degree in construction management, architecture, civil engineering or related field.
- Three (3) to five (5) years of experience in construction management and/or engineering.
- A master's degree at an accredited college or university in a job-related field, may substitute for one to two years of the required experience.

- Experience in the planning, design, construction, or management of public water, wastewater, or stormwater infrastructure
- Experience with Water and Sanitary Sewer modeling, preferably utility system modeling platforms such as InfoWater Pro, InfoWorks WS Pro, or similar software.
- Possession of a current license as a registered Professional Engineer (PE) in Florida (or Engineer in Training (EIT)).
- Possession of a current license as a General Contractor or certification as a Project Management Professional (PMP) or Certified Construction Manager (CCM)
