General Description Summary:

Pima Association of Governments (PAG) is seeking an experienced and collaborative Human resources Director to join our team. Under the Executive Director’s guidance, the Human Resources Director plans, directs, and manages all human resources functions for the organization, including recruitment, employee relations, classification and compensation, benefits administration, performance management, policy development, training, labor relations, compliance, and organizational development. This position serves as a strategic advisor to executive leadership and ensures compliance with applicable federal, state, and local employment laws and regulations.

Essential Duties and Responsibilities:

• Direct and oversee all human resources operations and programs.
• Develop, implement, and interpret HR policies, procedures, and programs.
• Advise executive leadership and management on employee relations, performance management, disciplinary actions, and organizational issues.
• Oversee recruitment, selection, onboarding, and retention strategies.
• Direct employee benefits administration and wellness initiatives.
• Administer classification and compensation programs, including salary studies and reclassification processes.
• Ensure compliance with federal, state, and local labor and employment laws.
• Manage workplace investigations and recommend corrective action when appropriate.
• Oversee performance evaluation systems and employee development programs.
• Lead the design, organization, and direction of leave programs, including medical, personal, and family medical leave.
• Serve as a subject matter expert on disability and medical leave laws, advising management and employees on rights, obligations, and accommodations
• Provides guidance on workplace safety, security and risk manager, including building, and equipment keys, on-the-job accident reporting, and driving eligibility.
• Prepare and manage the department budget.
• Analyze HR metrics and provide strategic recommendations to leadership.
• Supervise HR and Administrative teams and provide coaching, guidance, and performance management.
• Maintain confidentiality of sensitive employee and organizational information.
• Represent the organization in meetings, committees, and professional organizations.
• Performs other related duties as assigned.

Supervisory Responsibilities:

• Carries out supervisory responsibilities as assigned with the agency’s policies and applicable laws.

Minimum Education and/or Experience Requirements:

• At a minimum, requires a combination of knowledge, skills and abilities to perform duties and either a graduate degree in Human Resources, Public Administration, Business Administration, or related field with seven years of related experience or an undergraduate degree with nine years of related experience.

Knowledge, Skills, and Other Abilities:

• Extensive knowledge of human resources principles, practices, and employment law.
• Knowledge of classification, compensation, benefits, recruitment, and employee relations.
• Strong leadership, supervisory, and organizational skills.
• Ability to interpret and apply laws, regulations, policies, and procedures.
• Strong interpersonal and conflict-resolution skills.
• Excellent written and verbal communication skills.
• Ability to maintain confidentiality and exercise sound judgment.
• Ability to establish and maintain effective working relationships.
• Word processing skills, spreadsheets, databases and internet technologies.
