Project Overview:

Fab 62 is an advanced semiconductor fabrication facility for Intel Corporation, located at Intel's Ocotillo campus in Chandler, Arizona. As part of this work, the M&T team is responsible for delivering the engineering, procurement, and construction scope required to complete and finish-outa leading-edge chipmaking facility - a highly demanding environment where precision, cleanliness, schedule certainty, and coordination across thousands of craft and professional personnel are essential to success. The project supports the continued expansion of domestic semiconductor manufacturing capacity, contributing to a more resilient technology supply chain while creating significant opportunity for the local Arizona workforce. Joining the Fab 62 team means contributing directly to one of the most strategically important construction efforts in the United States and helping deliver the infrastructure behind the next generation of microelectronics.

Job Summary:

Performs tasks involved in the formation and administration of blanket agreement, rental agreements and purchase orders.Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders. Develops and monitors project workhour estimates and prepares purchasing master pro-forma documents.Participates in the planning, staffing, training and development of Purchasing personnel.Distributes workload to assigned staff and monitors output and document quality.

Major Responsibilities:

• Forms and issues purchase orders in high volume by performing the following:
  • Prepares bidders' lists
  • Prequalifies bidders
  • Forms bid packages
  • Issues bid requests
  • Coordinates bidders' questions
  • Receives bids
  • Prepares Commercial Bid Summary
  • Recommends and secures approvals in accordance with established procedures
  • Prepares and commits order
  • Prepares and maintains control and status reporting documents
  • Ensures close out of all BPO's, Rental Agreements and PO's in a timely manner
  • Supervises staff buyers by providing guidance and direction
  • Monitors FMR turn BEA cycle
• Administers assigned purchase orders, performing the following functions:
  • Establishes files and controls for all outgoing and incoming correspondence on each assigned order
  • Monitors supplier performance for conformance to commercial terms
  • Monitors activities by the Requestor and other in-house functions to ensure compliance with the order terms
  • Initiates follow-up actions with the supplier or in-house functional group to ensure performance in accordance with contract terms and conditions
  • Informs or works with other project procurement personnel as assigned to the administration of the order
  • Analyzes and distributes those suppliers' reports specified in the order/contract
  • Expedites and facilitates delivery of field orders as required
• Communicates with suppliers as necessary to achieve the required service and results from potential and actual suppliers to meet project needs
• Communicates with the Requestor to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
• Supervises, reviews, and trains assigned personnel in above activities
• Communicates with Engineering and Construction supervision to assist, guide, and plan the processing of material requisitions for all field purchases

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:

• Knowledge of business administration procedures, techniques, and business ethics.
• Skilled in oral and written communication.
• Proficiency and experience in the formation and administration of purchase orders.
• Skill in communicating effectively with suppliers.Understanding of applicable commercial legislation governing the buying and selling of goods and services.
• Ability to work with other project functional groups, primarily Engineering, Project Controls, Construction, Supplier Quality, Expediting, Traffic & Logistics and other services.
• Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, backcharge procedures, resolution of claims and disputes, and other such related steps.
• Ability and willingness to adopt and learn new digital tools for purchasing.
• Ability to manage and resource direct personnel to optimize execution.
