The Department of Military and Veterans Affairs (DMVA), Division of AK Military Youth Academy (AMYA), Operations Section is recruiting for an AMYA Manager.
This position is in the Supervisors Union (SU) bargaining unit at a range 23.
This position is open to Alaska Residents only.

AMYA is seeking an experienced and mission-driven leader to serve as a key member of the Alaska Military Youth Academy (AMYA) leadership team. Under the direction of the Division Director, this position supports the statewide management and administration of AMYA personnel, facilities, and programs by planning, coordinating, and implementing policies, procedures, and operational standards. The role is responsible for ensuring the effective and efficient use of resources to meet division, department, state, and federal goals while maintaining compliance with applicable regulations and the National Guard Youth ChalleNGe Program Cooperative Agreement. As a senior staff leader, you will provide oversight and adaptability in response to changing resources and operational needs, ensuring both short- and long-term planning objectives are achieved across the division. The ideal candidate will bring strong analytical and leadership skills to evaluate policies, legislative proposals, and operational procedures to ensure alignment with departmental priorities. You will develop and approve standard operating procedures and policy manuals, while supporting continuous improvement across the division. Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
AMYA partners with youth ages 16-18 to develop self-confidence, discipline, leadership skills, and life coping skills to assist youth with their academic and future success. National Guard's ChalleNGe Program Eight Core Components for success, including:
- Leadership & Followship: Develop understanding and application of positive leadership and followership responsibilities, including effective participation in positive social roles within groups.
- Responsible Citizenship: Develop an understanding of civic responsibilities and the importance of positive citizenship within the community.
- Academic Excellence: Increase proficiency in reading and mathematics, successfully attain a GED or high school diploma, and pursue opportunities for higher education.
- Job Skills: Learn Basic employment skills; resume writing, job interview techniques, and career exploration.
- Life Coping Skills: Learn and apply personal financial management, teamwork, anger management, and drug and alcohol avoidance strategies to support responsible decision-making.
- Health & Hygiene: Understand nutritional basics, substance awareness, and positive personal relationships.
- Service to Community: Demonstrate civic responsibility by giving back to the community through the completion of a minimum of 40 hours of community service.
- Physical Fitness: Improve personal fitness by engaging regularly in daily exercise activities and intramural sports that promote physical wellness and healthy habits.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.
State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.
In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.
Any combination of education and/or experience that provides the applicant with competencies in:
- Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
- Financial Management: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
- Program Oversight: Plans, coordinates, and monitors programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).
- Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Assignments include the authority and responsibility to recommend or independently take action to employ (i.e., appoint, transfer, promote), discipline or discharge, or adjudicate grievances of direct reports.

You will work closely with large groups of at-risk youth, which can be challenging and sometimes stressful. This role requires patience, resilience, and strong communication skills, but it also offers the rewarding opportunity to make a meaningful difference in the lives of young people.
