Our client, a government organization in Oakland, is actively seeking an experienced Sr. IT Project Manager to join their team on a long-term contract basis. The Sr. IT Project Manager is responsible for leading and overseeing complex projects from planning through completion, ensuring objectives are delivered on time, within budget, and in accordance with quality standards. This role manages project scope, schedules, resources, contracts, and stakeholder relationships while providing leadership to staff, consultants, and contractors. The pay is $69.00 - $80.00 per hour.

 

 

RESPONSIBILITIES :

 

• Plan, direct, and oversee daily operations, project activities, and assigned staff, consultants, and contractors.

• Manage the full lifecycle of projects, including scope, schedule, budget, resources, risk, quality, and successful delivery from initiation through completion.

• Develop and maintain project plans, timelines, milestones, staffing requirements, and resource allocations; monitor progress and coordinate with stakeholders to address issues affecting project objectives and deliverables.

• Prepare, administer, and monitor project and departmental budgets, including labor, materials, contracted services, and annual operating budgets; review invoices, track expenditures, analyze variances, and recommend payments.

• Establish and maintain quality standards, ensure compliance with contractual requirements, manage scope changes, identify risks and issues, implement corrective actions, and develop contingency plans as needed.

• Develop, implement, and improve policies, procedures, methodologies, and performance standards to enhance the efficiency and effectiveness of project management functions.

• Supervise, train, mentor, and evaluate assigned personnel; support employee development, address performance concerns, and administer corrective action when necessary.

• Procure and manage professional consulting, architectural, engineering, and construction services; develop and administer Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations for Bids (IFBs); participate in contract negotiations, administration, and amendments.

• Lead or support the negotiation, implementation, and administration of professional services agreements and contracts.

• Prepare, review, and maintain project documentation, including schedules, Statements of Work (SOWs), status reports, risk assessments, and compliance records; ensure adherence to applicable laws, regulations, codes, and contractual obligations.

• Review and evaluate project proposals, planning activities, and design concepts to ensure alignment with project objectives, standards, and development requirements.

• Coordinate with finance, grants management, accounting, accounts payable, and accounts receivable teams to resolve project-related issues and maintain accurate financial reporting.

• Maintain project information systems and reporting tools, ensuring accurate tracking of schedules, budgets, risks, issues, and deliverables.

• Participate in professional organizations, committees, and industry activities; stay current on project management best practices, emerging trends, and applicable regulatory requirements.

• Perform other related duties as assigned.

 

QUALIFICATIONS:

 

• Bachelor's degree in Business Administration, Public Administration, Engineering, Construction Management, Project Management, Architecture, Planning, or a related field.

• Eight (8) years of progressively responsible professional experience in the technical or professional field related to assigned projects, including project management responsibilities; or

• Two (2) years of experience performing duties at a level comparable to a Project Manager II role.

• Previous supervisory or team leadership experience preferred.

• Principles and practices of project management, including project planning, scheduling, budgeting, risk management, and quality assurance.

• Contract administration, procurement processes, and competitive solicitation methods, including RFPs, RFQs, and IFBs.

• Budget development, financial analysis

• Effective written and verbal communication techniques, including proper English usage, grammar, spelling, and punctuation.

• Project Management Professional (PMP) certification or other relevant professional certification is desirable.

 

PHYSICAL REQUIREMENTS:

 

• May be tasked with lifting, carrying, pushing or pulling up to 25 lbs., if able to do so.

• Must be able to sit for prolonged periods of time and walk/stand for moderate periods of time.

• Must be able to bend at the knees and waist frequently

• Must be able to repetitively use a telephone and a computer mouse and keyboard.
