Facilities Maintenance Supervisor

Hiring Range is $52,364 to $60,555 annually based onqualifications, education and experience as it relates to the position. Position Summary: Under direction of the Facilities Maintenance Manager, this positionis responsible for the supervision, hands-on leadership, support, anddirection of the daily activities of a maintenance crew. Isresponsible for identifying, planning, prioritizing, scheduling,coordinating, assigning and evaluating projects and personnelassociated with facilities maintenance, which may include,preventative maintenance of concrete, playground repairs, roofing,railings, fabrication, tiling, and wood assets within the Districtutilizing a crew of skilled and semi-skilled personnel. Performsduties in a manner consistent with the stated values of the organization. Supervises the daily work activities of full-time personnel.Recruits, interviews, hires, and trains new staff. Providesconstructive and timely performance evaluations. Works withemployees to correct deficiencies. Handles discipline andtermination of employees in accordance with organizational policy. Assists Facilities Maintenance Manager in supervision of a varietyof maintenance projects, including painting, drywall, carpentry,tile, and installation of fixtures. Determines staffing needs, oversees the scheduling, assignments,and daily workflow of assigned staff, and provides backup support asneeded. Reviews and approves employee bi-weekly timesheets. Worksdirectly with Payroll to resolve any pay issues. Administers and adheres to District policies. Assists inpreparing, enforcing, maintaining, and modifying policies andprocedures manuals that comply with local, state and nationalregulations. Conducts periodic staff meetings to provide and gatherinformation; answers questions and responds to complaints andconcerns, both internally and externally. Ensures the safety of users and keeps District liability risks ata minimum by ensuring projects are completed consistent with currentsafety specifications. Responsible for hands-on oversight of facility maintenanceprojects, interior and exterior remodel projects, generalconstruction work, and parks projects associated with, but notlimited to, park vandalism, bench installs, shelter repairs, woodassets, fabrication, tiling and concrete. Assists in thedevelopment of project objectives, standards, and procedures;provides direction to staff, ensuring availability of tools,materials, and supplies needed to complete jobs adequately; readsand reviews construction documents; and provides advice concerning problems. Schedules and assists with managing work orders through theinternal work order and Trello system to ensure facilities operateat peak levels. Work orders include, but are not limited topreventative maintenance, reactive maintenance, time sensitive andannual maintenance, projects and upgrades. Assists with hiring and supervising licensed contractors includingroofing consultants to perform specialty work. Reads and interprets general blueprints including topography,layout, grading, forming and framing. Exercises good judgment and proper safety precautions andpractices at all times. Conducts or coordinates and documents training of personnel intechniques for safe and efficient operation of equipment, tools,machinery, and work methods. Assists Manager with developing division goals and objectives. Assists with preparing and monitoring the budget, managingrevenues and expenditures, and preparing financial reports. Preparesbid documents, purchase orders, RFPs, and invoice requests;purchases, maintains and inventories materials and supplies. Workswith vendors to ensure proper delivery and quality of materials andservices. Prepares short and long-range revenue/expenditureprojections, checks revenue streams, etc. Develops and implementsstrategies to increase usage of assigned areas. Develops and maintains professional relationships with Districtemployees, vendors, contractors, citizens, and various outside user groups. Responds tactfully, respectfully and in a timely manner toinquiries, complaints, and problems in person, through email, phoneand mail by providing helpful information and explanations in-linewith District policies and procedures. Thoughtfully handlesconfrontational or stressful interactions. Coordinates the scheduling of maintenance activities with Manager,other District staff as necessary, and outside contractors engagedin construction/renovation projects within District facilities. Maintains and cares for assigned tools, equipment and attachments.Maintains and routinely inventories parts and materials used whileperforming maintenance duties. Schedules crews to maintain, repairand restore machinery, equipment and facilities. Keeps accurate records including personal timecard, daily activityreports, incident/accident reports, and inventory logs according toDistrict procedures in a timely manner. Attends and participates in staff meetings, trainings,orientations, and meetings on safety, District projects, capitalconstruction, etc. May be required to assume manager’s duties and responsibilities orto assist with additional supervisory duties in manager’s absence. Attends work on a regular, reliable and punctual basis. May be required to work weekends, evenings, and holidays; may berequired to work shifts deviating from this position’s normal workdays. May be responsible for scheduled on-call emergency response. Assists with inspecting facilities for needed maintenance work.Inspects work performed in terms of progress, completion, and toensure compliance of the unit’s activities to pertinent codes,regulations and guidelines. Associate degree in Construction or a related field. Four (4) years’ related park or grounds maintenance and/orconstruction experience which includes experience with basic handand power tools, light motorized vehicles and equipment, and one (1)year of supervisory experience. Any combination of experience, training and education thatdemonstrates the required knowledge, skills and abilities to performthe essential functions of the position may be considered. Licenses, Certifications, and Other Requirements: Class B Contractor License or the ability to obtain within 6months of employment. Must possess a valid Colorado Driver License or the ability toobtain upon hire and maintain an acceptable driving record. Necessary Knowledge, Skills and Abilities: Knowledge of the principles, equipment, materials, supplies, andtechniques used in the maintenance and construction of recreational facilities. Ability to operate various types of tools and equipment used infacilities maintenance including construction materials and variousconcrete and carpentry equipment including hand and stationary tools. Skills and ability to document daily activities, keep accuratework logs and reports, and conduct and correct jobsite hazard analysis. Ability to effectively manage and prioritize situations and goalsto maximize available resources. Problem solving skills to analyze complex problems and implementappropriate corrective actions. Ability to use mathematical reasoning. Knowledge of budget planning and management. Strong leadership skills with the ability to recruit, train,supervise, evaluate, and motivate employees. Ability to work independently and with a team in a fast-paced andhigh-volume environment with emphasis on accuracy and timeliness. Skill and ability to use and enforce all applicable work safetyrules, procedures and equipment. Ability to work productively without supervision withinestablished policies and procedures. Ability to read and understand blueprints and instructional materials. Working knowledge of Microsoft Office applications, includingWord, Excel, Outlook, PowerPoint, and Internet Explorer. Ability to troubleshoot and assess emergency building andequipment problems and respond in a timely manner. Ability to use and apply technology. Ability to interpret and evaluate the work of staff effectively. Must be highly motivated and take direction well. Material and Equipment Used: Regularly uses maintenance equipment which may include but is notlimited to: various construction materials, power and hand carpentrytools, stationary power tools, pick-up truck, pick-up truck withtrailer, dump truck and flat-bed trucks, concrete mixer, varioustractors and attachments, paints, stains and sealers. Regularly uses standard office equipment including a personalcomputer, phone, calculator, printer, and photo copier. This position regularly drives a District and/or personal motorvehicle to various District facilities. Regularly requires strenuous work in the field with exposure to avariety of weather conditions, ecosystems, and landscapes. This position has regular exposure to adverse conditions such asdust, noise, poor ventilation, mechanical hazards; and occasionalexposure to fumes, odors, mists, gases, toxic or caustic chemicals,vibrations from equipment operation, equipment noise, wildlife,extreme temperatures, ultra-violet radiation, precipitation; and mayinclude unlit or low light night-time activities. This position also performs work in an office environment subjectto interruptions and background noises. Physical Requirements: Extended periods spent performing strenuous manual labor andstanding, walking, sitting. Occasional physical work lifting up to 75 pounds. Required to use hands and fingers to handle or feel objects, toolsor controls; and reach with hands and arms. May occasionally climb, squat, stoop, kneel, crouch or crawl. Frequent hand/eye coordination to operate tools, machinery,personal computer and equipment. Foot/eye coordination required for operating motorized equipment. Vision for reading, recording and interpreting information. Visionacuity to see close-up and at a distance with the ability to adjustfocus allowing a broad field of vision. Speech communication and hearing to maintain clear and effectivecommunication. Must understand and be understood. Ability to hear vehicle and equipment horns, signals, and engineoperation to determine proper operation. Spatial perception, auditory and visual discrimination, tactile discrimination.
