Summary This Supervisory Grants Management Specialist position is assigned to the USDA Forest Service and provides technical and administrative supervision to a team of Grants and Agreement Specialists and Assistants, responsible for a comprehensive assigned unit's Grants and Agreement program. Duties Processes a full range of grant and agreement applications used to determine the selection of grant and agreement awards. Provides interpretation of laws and regulations concerning use of Federal funds and qualifying program expenditures. Approves all grants and agreements for the unit, as well as notification(s) of funding availability. Reviews or direct reviews of grant and agreement applications for clarity and completeness. Monitors and analyzes the effect of changes in laws, regulations and policies pertaining to grants and agreements, administration and management, and performance reporting. Closes out grants and agreements within the established closeout procedures. Performs supervisory duties 25% or more of the time. Requirements Must be a U.S. Citizen or National. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12. Specialized experience is defined as 2 or more of the following: Resolved complex grant and/or cooperative agreements, such as partnerships; Performed pre-award through closeout processes for complex cooperative agreements and/or grants; Established internal unit processes and systems for negotiating and administering grants/cooperative agreements (all phases); Facilitated compliance audits and resolution of any findings with agreements and/or grant recipients; Provided advice to senior program officials, internal customers and external partners on matters related to agreement and/or grants management; and/or Planned and assigned the work to be accomplished by the unit and establishing production or quality standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
