The Building Maintenance Craftsworker position is expected to perform a variety of semi-skilled maintenance duties in the General Services Division of the Public Works Department. The General Services Division is responsible for the maintenance and repair of assigned Presidio of Monterey buildings and facilities. Building Maintenance Craftsworkers will work as part of a team and independently, and are responsible to provide quality customer service to both internal and external customers. This position may be assigned to work shifts outside of the division's standard 7:30 a.m. to 4:00 p.m. work hours, including standby shifts. As part of the recruitment process, candidates who are determined to meet the necessary knowledge, skills and abilities may be required to participate in a hands-on skills assessment that will test their carpentry, plumbing, and mechanical capabilities. This position's specific job duties entail work on the military installation and thus require passing a background check from the Department of Defense (DoD). Candidates who successfully complete all components of this recruitment process will be placed on an eligibility list. The eligibility list is active for 12-months and will only be used to fill the Building Maintenance Craftsworker positions.

A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate will be required to successfully pass a Live Scan fingerprint background check and reference check.

As a condition of employment, some positions require the selected candidate to pass a physical exam, including a drug screen and a federal background check, to gain access to military and police facilities and systems. Under general supervision, to do semi-skilled and skilled work in a variety of trades in the maintenance, repair and remodeling of buildings, structures, and related facilities; and to do related work as required.

This is the journey level class in the Building Maintenance series. This classification is distinguished from the Building Maintenance Worker through its specialization in building construction and maintenance requiring skills in one or more of the building trades. An employee in this classification may direct the work of others on a project or relief basis. This class is distinguished from the Senior Craftsworker classification in that the Senior Craftsworker leads the work of a crew or leads work on special projects on a daily basis.

Essential duties and responsibilities may include, but are not limited to, the following:

• Perform a variety of general building maintenance work on all City owned and/or Military owned buildings such as laying tile floors, building forms, frames and shelves, repairing furniture, preparing walls for plastering, making simple cabinets, installing water heaters, sinks and lavatories, laying copper lines and galvanized pipe, making repairs to heating systems and plumbing systems, installing and maintaining roofing and finishes concrete, painting, and replacing broken window glass and frames.
• Under direction, make repairs to HVAC and boiler systems.
• Operate power cleaning and buffing equipment.
• Performs basic trades work in painting, drywall installation and repair, carpentry, plumbing and electrical.
• Assist with the renovation, repair and maintenance of facilities.
• Set up buildings and facilities for conferences, events, and use by others;
• Perform building security functions.
• Check supply levels and requisitions materials as required.
• Clean and maintain tools and equipment.
• Drive city vehicles.
• Maintain building and facility equipment and systems.
• Work standby on a schedule.
• Troubleshoot and make recommendations for greater operational or cost efficiencies, or better outcomes.
• Provide excellent customer service to a wide variety of customers, including members of the public, in-house personnel, stakeholders, members of the military community, and contractors.
• Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.
• Maintain confidentiality of work-related issues and City information.
• Perform other job-related duties within the scope of this job classification as assigned.

Education: Graduation from high school or GED equivalent. Experience: Three (3) years of experience in general building maintenance and repair work. A Class B General Contractor's License is desirable. An equivalent combination of education and experience may be considered.

Knowledge of: Materials, tools and methods used in general building repair and maintenance. The City's procurement policies. Customer service. Parts and materials used in building repair and maintenance; advise on alternatives. Safety policies and procedures, both trade specific and state and Federal rules and requirements. Proper use of Personal Protective Equipment. Basic computer programs, such as databases, word processing, Excel and email programs.

Skill in: Carpentry and routine plumbing, electrical and mechanical repair work. Using hand and power tools. Carrying out oral and written directions. Preparing oral and written reports. Maintaining appropriate and legible records; verifying correct comments, labor, material and contractor costs are included on work orders. Working with timelines and deadlines. Tracking records and documents. Responding to emergency calls (standby).

Physical Demands

• Standing & Walking – Standing for extended periods of time and/or walking distances (1 or more miles).
• Lifting - Ability to safely lift up to 50 pounds; use proper lifting techniques including bending at the knees.
• Climbing - Ability to ascend 10 ft. or more up ladder(s).
• Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as using hand and power tools; repair and calibration of instruments;
• Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen.

Environmental Elements

Work is performed in any city building and outdoors with exposure to inclement weather; exposure to noise, dust, grease fumes, gases and potentially hazardous chemicals. Work is in and around moving vehicles and machinery. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
