Program Manager - Digital Health

The Senior Program Manager will lead and oversee Electronic Health Record (EHR) Modernization initiatives, ensuring successful and timely deployment of digital health projects. This role involves managing program activities, risks, budgets, and stakeholder relationships within a complex healthcare environment. The manager will coordinate multidisciplinary teams and engage with various internal and external stakeholders to drive program goals and improvements. Responsibilities:

• Lead and support EHR Modernization initiatives, managing activities, issues, risks, and service change requests.
• Collaborate with internal stakeholders for project progress reporting and budget oversight.
• Define, implement, and operate program governance structures.
• Establish and manage relationships with agency product owners and Canada Health Infoway.
• Engage with Legal, Privacy, and Security authorities to assess program responsibilities.
• Organize program activities and develop short- and long-term goals.
• Create and manage program budgets and operating plans.
• Develop evaluation methods to assess program strengths and identify improvement areas.
• Manage diverse teams and ensure effective client engagement with healthcare organizations and technology providers.
• Manage program go-live schedules and oversee risk/issue management.
• Implement and manage changes to ensure achievement of project goals.

• 7 to 10 years' experience managing digital health projects, including clinical software system deployments.
• Strong knowledge of project management concepts such as risk, scope, planning, quality, and change management.
• Project Management Professional (PMP) certification or equivalent.
• Experience with project management software (e.g., MS Project, MS Teams).
• Excellent leadership, team building, and communication skills, including presenting to executive leadership.
• Strong stakeholder management, vendor relations, planning, and resource management skills.
• Experience developing budgets with multiple funding channels and cross-organization dependencies.
• Knowledge of privacy and security requirements in healthcare software development (e.g., PHIPA, FIPPA, HPPA).
• Experience working with healthcare professionals and understanding clinical workflows and business processes.
• Experience with Electronic Medical Records (EMR) systems and provincial EHR assets (OLIS, DHDR, acCDR).
• Public health sector experience.

• College or university degree in Health, Computer Science, Engineering, Business, or related discipline.
• Knowledge of Lean Six Sigma methodologies.
• Experience with Ontario's healthcare landscape and systems such as TELUS Health, WELL EMR, Accuro, Epic, Meditech, and Cerner.
• Knowledge of change management, business process integration, and quality improvement in health sector contexts.
• Experience operating in political environments and across diverse organizational cultures.
• Relationship building, facilitation, and influencing skills for successful stakeholder partnerships.
