Essential Functions:


Elicitation & Analysis: Analyzes user needs, business processes, pain points, and system capabilities to automate or improve existing systems. Elicits requirements using JAD sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.


Requirements Writing & Visual Output: Transforms elicited information into business and functional requirements, use cases, user stories, software requirements specifications, wireframes, and mockups. Uses standard templates and clear, concise natural language.


BA Best Practices & Mentorship: Acts as a mentor to peers and colleagues, disseminating best practices and proactively seeking training opportunities.


Using Client Tools Effectively: Utilizes Client tools such as Jira and Modern Requirements to manage change control, participate in the SDLC, and track and communicate requirements status.


CRM Project Support: Provides dedicated support for the implementation of the agency's CRM project, ensuring requirements are captured, managed, and fulfilled to meet program and stakeholder needs.


MUST HAVE
8 Required Experience eliciting requirements from interviews with customers and creating well-written system requirements.
8 Required Experience with software development life cycles (SDLCs).
8 Required Business process re-engineering and software process flow improvement experience.
8 Required Experience developing user stories and use cases that conform to business analysis best practices.
8 Required Experience designing mockups and/or wireframes that conform to UX best practices.
8 Required Demonstrated strong communication, facilitation, writing, and organizational skills.
5 Required Documented work experience with the issue tracking software "Atlassian Jira".
3 Required Documented CRM domain expertise with a strong understanding of CRM workflows, data models, and user needs.
3 Required Documented work experience with the requirements management software "Modern Requirements"
3 Required Documented experience working with TEA or any federal, state, or local government agency.


PREFERRED
3 Preferred Demonstrated experience administering, managing, and supporting help desk ticketing systems.
3 Preferred Familiarity with data migration and integration efforts between CRM systems and other enterprise platforms
1 Preferred Certification in Business Analysis (e.g., CBAP, PMI-PBA) or Agile methodologies (e.g., Certified Scrum Master).
