Senior Digital Inclusion & Access Program Specialist (Remote from anywhere in Colorado)

TERM LIMITED POSITION

This position is term limited with an anticipated end date of approximately two years from the date of hire. The position is eligible for State employee benefits and may be extended as the situation warrants.

The Colorado Broadband Office (CBO) leads the statewide effort to expand broadband coverage and quality for all Coloradans and coordinates all broadband efforts for Colorado. As our new Senior Digital Inclusion & Access Program Specialist you will have the chance to support the development, implementation, and administration of the Broadband Digital Inclusion program activities and functions and provide subject matter expertise to program staff, other agencies, the community, and program participants. DAY-TO-DAY OPPORTUNITIES

Assist in building partnerships and coordinating activities related to broadband access and digital inclusion. Support development of relationships with rural and underrepresented communities to advance digital inclusion and access goals. Assist in designing and coordinating community engagement strategies promoting digital inclusion and literacy. Assist stakeholders in identifying and overcoming barriers to broadband deployment and adoption. Support planning and implementation of digital inclusion and access programs, including data, metrics, and budgets. Support implementation of CBO’s Advance Colorado Grant program which includes federal, state, and local broadband adoption funding. Monitor and measure implementation of broadband and digital inclusion and access plans.

MINIMUM QUALIFICATIONS

Minimum of five (5) years of professional or technical level experience planning and implementing the administrative aspects of a program(s) or comparable duties, including previous experience coordinating digital inclusion and access efforts. Experience in digital inclusion and access, including technology education and training, or community development. Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. Training or certification related to the work may be assigned credit toward substitution, but cannot completely substitute for these qualifications. If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

PREFERRED QUALIFICATIONS

Strategy Implementation: Experience translating statewide strategic plans into actionable community-led regional digital inclusion coalitions. Diverse Population Outreach: Demonstrated success working with or within rural, underrepresented, and tribal communities to identify and overcome specific barriers to broadband adoption. Vulnerable Community Support: Experience addressing the digital needs of specific “covered populations,” including seniors (50+), individuals with disabilities, low‑income households, and diverse linguistic groups. Data-Driven Policy: Experience utilizing data, such as the Colorado Health Access Survey or digital access dashboards, to inform program improvements and policy recommendations. Governmental Experience: Experience working within or alongside state and local government entities, particularly in broadband, workforce development, or community service sectors.

ADMINISTRATIVE & PROGRAM COORDINATION

Proven ability to manage the day‑to‑day administrative functions, logistics, and reporting requirements of complex public programs.

CONDITIONS OF EMPLOYMENT

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work. Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre‑employment drug test. This position may require travel within the specified geographic area and to locations across the state as needed. This position may require on‑call duties as needed. If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs.

SALARY

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
