We are seeking a Compliance Specialist 2 to join our team.
The mission of the Safety, Oversight and Quality Unit (SOQ) is to provide for the safety of aging adults and adults with disabilities served by the Oregon Department of Human Services and the affected citizens through the consistent, efficient, and effective oversight of those who provide services to clients across the continuum of care.
The Safety, Oversight and Quality Unit is responsible for the statewide licensing, regulatory and corrective action functions for Adults and People with Disabilities (APD) including 576 current adult foster homes, Assisted Living Facilities, Residential Care Facilities and nursing homes for aging adults and adults with disabilities. The target populations are all citizens of Oregon who reside in SOQ regulated care settings, such as Nursing Facilities, Community-Based Assisted Living and Residential Care facilities, and Adult Foster Homes.
Summary of Duties
This position investigates non-abuse complaints in community-based facility settings through interviews with providers, residents, staff, and others as appropriate, observation, and record reviews, to gather facts to determine their compliance with Oregon Administrative Rules. The position ensures provider compliance with Community Based Care rules, regulations, guidelines, and policies. The position also identifies trends within facilities that indicate systemic deficiencies that need to be remedied to ensure the safety, health, and independence of residents.
Minimum Qualifications
A valid driver’s license and acceptable driving record are required for this position.
Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.
Two of the four years must be above the technical support level. (Note: some positions may require experience in a specific regulatory industry or program)
Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

Experience working with individuals from diverse backgrounds, and with varying educational levels and professional to promote compliance with regulations and standards.

Working Conditions
This position will train for 3-4 months in the APD office in Tigard. Then they will be placed in a Clackamas County APD office.
Stands, sits, and moves throughout facilities.
Works within a busy and varying long-term care healthcare facility setting daily.
Lifts and carries up to 20lbs. throughout each day.
Required to frequently travel distances and overnight for variable lengths of time to and from subject facilities, meeting, and trainings. Irregular work schedules with frequent schedule changes.
May be required to travel in times of poor road conditions and inclement weather.
Required to occasionally work in excess of scheduled hours on some days and/or on weekends/holidays, or in the event of serious emergency situations.
Has contact with hostile individuals (e.g., displeased providers and/or administrators, staff, and subjects of and witnesses in investigations). Required to maintain demeanor and function professionally under politically or emotionally charged circumstances.
Employee will work a professional work week where the hours of work fluctuate on a daily and weekly basis to meet service needs.
Occasional, non-traditional hours may be required.

The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.
